Study On Property Efficiency Of Marine Mineral Resources Assets

The ocean, which has provided important material condition with mankind’ssurvival and development, is a natural treasure which contains rich resources. As thedevelopment of human society, along with population growth and science technologyprogress, people get to know more and more about our ocean. It makes the conflictionbetween the increasing demand for the marine resources and the limitation of theresources become increasingly sharp. China has marine area jurisdiction over3,000,000square kilometers. But the marine mineral resources which could be usedeffectively are very limited under these existing conditions. As the state-ownedresources assets, the exploitation and the use of our country’s marine mineralresources is long-termly inefficient and destructive. In the final analysis, the root isthe low efficiency of the existing marine mineral property rights system. The purposeof this study is to analyze and research the property rights efficiency of marinemineral resources assets so as to provide the theoretical support for establishing anefficient property rights system of marine mineral resources assets and for the countryto achieve highly effective and environmental friendly development and use of marinemineral resource assets. So that it could promote the sustainable development ofChina’s marine economy.On the basis of domestic and foreign research, this thesis has used a combinationof qualitative and quantitative analysis, mainly focused on the definition, influencingfactors, measurement methods and optimization methods of the marine mineralresources assets and property rights and has built a measure model of the marinemineral resources system of property rights efficiency and an efficiency optimizationmodel of its property rights. Besides, the thesis also explores how to design anefficient marine mineral resources assets property rights system, and to develop twoupgrading paths of marine mineral resources assets property rights efficiency. It alsoanalyzes possible obstacle to reform. Finally, the thesis puts forward a five-pointimplementation of countermeasures for the current marine mineral resource assetsproperty rights system reform.Firstly, the thesis expounds the background and significance of the research. It reviews and analyzes the progress of the domestic and foreign researches. The thesisexplicitly states the research scopes, research contents, research methods as well asthe main innovations of this study.In the research of the related theories of marine mineral resources assets propertyrights, it mainly studies the property rights theory, transaction costs theory andinstitution theory.In the part of the marine mineral resources and the assets of property, it expoundsthe definition and classification of marine resources. Then it analyzes theclassification of marine mineral resource and summarizes the characteristics. It alsostudies the connotation and characteristics of marine mineral resources assets andproperty rights and to define the marine mineral resources assets from four aspectswhich are the ownership, profit right, use right and disposal right.In the part of the efficiency and the measure of the marine mineral resourceassets property rights, this thesis is aimed at the efficiency and measure methods ofthe marine mineral resources assets property rights. It summarizes and distills fourfactors which could affect the efficiency of its property rights. They are as follows: theclearity and transferable feature of property rights, system running costs, systemimplementation and social progress which are studied separately. Then it reaearchesthe principle theory, implementation basis and the measure methods of the marinemineral resources assets property rights efficiency. Besides, it builds two efficiencymeasure models of the marine mineral resource property rights system according towhether it considers the social discount rate and the inflation rate.In the part of the optimization of the marine mineral resources assets propertyrights efficiency, the thesis expounds the significance of the optimization for marinemineral resources assets property rights, and develops the four requirements ofproperty rights efficiency optimization: state-owned as a precondition; handling therelationship between the costs and benefits of the property rights system； handlingthe cost of the property rights system; handling the economic, social and ecologicalbenefits of property rights system. In addition, it also investigates the efficiencyoptimization methods of the marine mineral resources assets property rights, andbuilds property rights efficiency optimization mathematical models of dual goals onthe basis of the above, in accordance with setting different weights to the benefits andcosts. In the part of the efficiency of marine mineral resources assets property rights, itfirstly explores the system transformation history of China’s marine mineral resourceassets the property, and probes into the development status of marine mineralresources assets property rights system. Then it analyzes the China’s current marinemineral resources assets property rights system efficiency from the economic, socialand ecological benefits aspects.In the study on the design and operation of the highly efficient marine mineralresource assets property rights system, this thesis proposes two paths to promoteChina’s marine mineral resources assets property rights’ efficiency. One is to enhancesystem efficiency and to reduce system cost. The other one is to emphasis onecological and social benefits. Afterwards, it studies the goals and the requirements ofthe design of the highly efficient marine mineral resource assets property rightssystem and proposes the design process of highly efficient marine mineral resourceassets property rights system: on one hand of enhancing system efficiency andreducing system cost, the three-pronged approaches which are the clarity propertyrights, increasing investment and reducing system cost should be emlementedmaintly； on the other hand of focusing on the ecological and social benefits, bothprotecting the interests of other related industries and protecting the ecologicalenvironment should be actualized. Moreover, it analyzes the four running difficultiesof China’s highly efficient marine mineral resource assets property rights system: thelimitations of natural resources property rights reform； the restrictions of thesupervision and management levels； un perfect relevant laws and regulations systemas well as restrictions of traditional values, ideology and social customs. Finally, itdevelops the five implementation countermeasures of high-efficiency marine mineralresource assets property rights system: establishing the coordination and managementmode of marine mining rights and sea use rights； establishing and improving themarine mineral resources development laws and regulations； formulating resourcedevelopment and utilization planning and enhancing management level； increasinginput to improve the mineral resources development efficiency； drafting risk capitalpolicy support.In the end, the thesis summarizes the findings, conclusions and inadequacies ofthis thesis, and put forward a number of issues still needing to be continuously studiedand solved.
