China's Environmental Cross-domain Governance Research

As for the transboudary environmental protection, it is very hard for different regions to coincide with each other,because of regional disparity and different consciousness of environmental protection, as the result, the transboundary environmental problems are getting worse. This thesis will explore the status quo, defects, and casuses of the transboundary environmental governance in China, and propose the countermeasures by drawing on the experience of western countries,on the basis of social environment in China.With regard to methodology,first of all, literature research method is used in this thesis. The documents such as the theoretical works and papers,relevant statistics and reports are collected to probe into and analyze the status quo, defects in the transboundary environmental governance. Secondly, qualitative analysis method is also used to analyze the cases of transboundary environmental governance in western countries, to induce the universality and individuality among them by comparison, and then to propose what China could learn from them. In addition, the systematic research method is used throughout this thesis. Transboundary environmental governance is analyzed and studied in the entire system of the social environment in China, so the influences from other factors in this system are considered, in order that it could response promptly to those influences.By analyzing and studying the status quo, defects, and casuses, this thesis concludes that, it is urgent for China to establish the Transboundary Environmental Governance Institution, to emphasize the dialogue and collaboration among governance bodies, to exchange information through continuous dialogues in order to reduce the harm of opportunism. A framework should be built up that under integrated planning of central government, local governments themselves initiate coordination and collaboration between each other, and private sector, non-profit organizations and citizens are incorporated into the process of transboundary environmental governance. Spontaneously, the maximum value of environmental governance will be realized.Nevertheless, there are two limitations in the thesis----data collection, quantitative analysis and empirical study. On one hand, many important data and information are outside the scope of access to government information, data collections of experiences in western countries are mainly from books and papers of English language, both of which are second-hand, therefore systematic knowledge is difficult to form. On the other hand, because of several problems such as shortage of funding,empirical study can’t be conducted, so revelant first-hand data can’t be obtained for quantitative analysis, which leads to a consequence that the analysis is not deep enough.
