There is a significant correlation between planning scheme and environmental risk in the regional development strategy and planning.Because little attention has been paid currently to environmental risk in strategic environmental evaluation of China,taking Dalian Songmudao Chemical Industry Park for an example,this study was carried out and it mainly deals with environmental risks from routine health and unexpected accident.A system for atmospheric environmental risk and planning methods has been developed in the chemical industry park.Research methods and conclusions are as follows:(1) Method of atmospheric environmental risk assessment in chemical industry park.In dealing with the unexpected environmental risk faced by the neighbouring residents of chemical industry park,a divisional method for sudden environmental risk has been set up based on the information diffusion method and the sudden environmental risk zoning graph has been produced.As it is shown by the result,after the implementation of the planning, the fifth level area with highest sudden environmental risk value covers an area of 12.7km2,the permanent population is 3102.The higher value of sudden environmental risk for the fourth level area covers an area of 10.9km2,the permanent population is 1930.The medial value of sudden environmental risk for the third level area covers an area of 9.80km2,the permanent population is 1895.The lower value of sudden environmental risk for the second level area covers an area of 12.0km2, the permanent population is 2077.The lowest value of sudden environmental risk for the second level area covers an area of 52.0km2,the permanent population is 7443.As it is concerned about health risk faced by people around chemical industry park, a model of a non-sudden atmospheric healthy environmental risk assessment has been established based on regional indicative pollutants,from which a zoning graph of regional atmospheric healthy environmental risk has been made,it shows the public health status affected directly by the planning.According to the simulated analysis of current planning carrying out in Songmudao Chemical Industry Park,after the implementation of the planning,slightly damaged area for residents is 3.70km2,the permanent population is 560,and a probable 1/200-1/500 increase of population mortality;more slightly damaged area for residents is 29.6km2,the permanent population is 2883, and a probable 1/500-1/1000 increase of population mortality;most slightly damaged area for residents is 207km2,the permanent population is 15974,and a probable 1/1000-1/2000 increase of population mortality.A comprehensive environmental risk assessment of the chemical industry park is proposed by integrating AHP and fuzzy assessment approaches. Evaluation results have indicated that the comprehensive environmental risk level for Songmudao chemical industry park is at higher-to-average level.(2) The optimization of environmental risk source in Songmudao Chemical Industry Park based on Genetic Algorithm and Set Pair Analysis theoryFor the optimization of land use and planning of environmental risk source in Songmudao.also for gaining the best layout of sudden and non-sudden risk source which can minimize the environmental risk, the genetic algorithm has been introduced into SEA and the serial GA-LRS(Genetic Algorithm-Layout of Risk Source) model has been set up. The way of land layout in Songmudao and the optimal position coordinates of 7 sudden risk sources and 2 non-sudden risk sources are determined by modeling operation.In order to prove the applicability of genetic algorithm, the dissertation compared the environmental risk of the scheme of GA-LRS,the scheme of traditional algorithm and the original plan based on Set Pair Analysis theory. The identity degree of three alternative schemes for the case was calculated. The identity degree of GA-LRS scheme is 0.918964,the scheme of traditional algorithm is 0.910995 and the original scheme is 0. 856240. Because of its maximum identity degree,GA-LRS scheme is the best one.
