How to allocate the carbon intensity reduction targets between Chinese provinces reasonably and fairly under the premise of total carbon emissions amount control is the key problem of effective reducing carbon emission. Therefore, a carbon emission allocation scheme on the equity-efficiency tradeoff was researched.Firstly, the present situation of energy consumption and carbon emission in China and different provinces were analysed. For the later research of different carbon emission allocation schemes, the panel data of 28 provinces(provinces such as Hainan, Ningxia and Tibet were out of concern in this study due to lack of data) in the year 2001-2010 was used to structure the production frontier, the influence factors of carbon emissions were decomposed into 6 indexes such as scale effect, technical efficiency, technical progress, carbon emissions intensity change, input change, output structure based on Production Decomposition Analysis method, and Nonparametric Directional Distance Function was applied to equation solving.Secondly, ZSG-DDF model based on the advantages of Directional Distance Function which can discriminate between disirable output and undesirable output and Zero Sum Gains DEA which can solve the problem of total carbon emission amount control and dynamic analysis model based on the future development goals of economic and energy consumption were put forward to research the carbon emission allocation under the perspective of maximum efficiency.Thirdly, the equity principle was added to the constraint conditions, namely the proportion of carbon emission rights approaching the proportion of GDP after identifying the value range of carbon emission allocation for 28 provinces. The carbon emission allocation scheme on the equity-efficiency tradeoff was researched while achieving maximum efficiency and considering the relation of between the economic development and carbon emssions.Then, in order to analyze the difficulty of reducing carbon emission for different provices in 3 carbon emission allocation schemes, the marginal carbon abatement costs of 28 provinces in China were estimated by use of Nonparametric Directional Distance Function dynamic analysis model in the equity principle carbon emission allocation scheme, the efficiency principle allocation scheme and the equity-efficiency tradeoff allocation scheme under the assumption of having different carbon emission amount for 28 provinces in 2020.Finally, the abatement costs of achieving the carbon emission reduction goals for 28 provinces in the equity principle carbon emission allocation scheme, the efficiency principle allocation scheme and the equity-efficiency tradeoff allocation scheme were calculated under the assumption of maintaining the economic growth and carbon intensity level during the period of "twelfth five-year".
