At present, energy and climate change has become the important challenge for the development of human society. As the basic industry of national economy, logistics industry is one of major industries of energy consumption and carbon dioxide emissions in China and it is in a very important position in the national energy conservation and emissions reduction strategy. Under the current energy and environmental pressure, how to ensure the development of the logistics industry and reduce energy consumption is a reality problem which governments have to solve.Basing on the theory of efficiency and productivity, measuring energy consumption and carbon dioxide emissions efficiency of logistics industry in China, this paper researches influence factors of carbon dioxide emissions and analyzes the relationships among energy consumption, carbon dioxide emissions and industry development of logistics industry. The main research work and conclusions are as follows:(1) Analyzing the total factor energy efficiency and its dynamic changes of logistics industry in China. In the framework of total productivity factors, taking the energy as one of input elements and basing on the CCR-DEA model, this paper measures logistics industry energy efficiency in China and finds that it is generally showing a downward trend after rising first and that in the East is better than the Middle, while the Middle is better than the West. The energy efficiency of logistics industry in China had been declining in the sample years and pure technical efficiency is the main reason. At the same time, using DEA-Malmquist index method, it analysis the dynamic changes of logistics industry energy efficiency and find that it presented a downward trend in the sample years. The logistics energy efficiency dynamic changes of China among the three regions in China is found that the one in western China is best, and the one in central China is the worst. Ningxia’s logistics energy efficiency dynamic change was best and Qinghai was the worst in 30 provinces during these years while the scale efficiency was the main reason.(2) Constructing the measure function of logistics industry carbon emission efficiency and analyzing the dynamic carbon dioxide emissions efficiency and regional disparity of logistics industry in China. Basing on the environmental production technology, directional distance function and Malmquist index, this paper constructed measure function of logistics carbon emission performance. Using provincial panel data of 2003 to 2012, it analysis the dynamic dioxide emissions efficiency and regional disparity of logistics industry carbon emission efficiency in China. The results showed that, the logistics industry carbon emission efficiency had been improved in these years which are best in the East and worst in the East. Scale efficiency was the main reason to improve it and pure technical efficiency is the worst factor. Beijing’s logistics industry carbon emission efficiency is best and Inner Mongolia is the worst in 30 provinces, while it is technical progress that causes this difference.(3) Studying the influence factors that causing logistics industry carbon dioxide emission. Basing on the improved LMDI model, logistics sector carbon emission is decomposed in five factors which are energy structure, energy intensity, logistics output, economic growth and population size. Using provincial panel date from 2003 to 2012, the contributions of factors to carbon emission were analyzed by national, regional and provincial perspectives. The results show that economic growth is the most important factor to improve carbon emission growth and logistics output is the most important factor to inhibit carbon emission growth. Energy structure inhibit carbon emission growth in east China, while improve carbon emission growth in the middle and west China. The factors show a difference characters in every province.(4) Researching the relationship among energy consumption, carbon dioxide emissions and industry development of logistics industry. Basing on the Tapio decoupling analysis techniques, it analyzed the decoupling relationship among these three indicators from 2003 to 2012 in China. The relationships between logistics development and carbon emissions or energy consumption are presented expansive negative decoupling and it meant energy waste and emissions invalid were quite serious. Reduction elasticity index performed better in recent years which showed the energy structure of China’s logistics sector was constantly improving. Analyzing from the regional perspective, the energy conservation and emissions reduction of logistics industry in the West is better than the Middle, and the Middle is better than the East. Analyzing from the provincial perspective, the energy conservation and emissions reduction of logistics industry in each province had been optimizing in these years and the using of the new technology is the main reason.
