The rural domestic sewage treatment project is an important part of controlling environmental pollution and improving the living environment of rural areas, This research based on the survey of Fangshan District rural sewage treatment station’s actually operation situation by using GIS analysis method, entropy fuzzy matter-element model, and analysis hierarchy process station suitability and comprehensive benefit evaluation of the treatment and the comprehensive evaluation of each process. According to the requirements of 2013 water pollutant discharge standard in Beijing, the suitable processes were recommended for Fangshan District rural sewage treatment station technology. On the basis of the evaluation results, the main Fangshan District rural sewage treatment process were analyzed, and the advantages of the processing effect with multi-stage vertical flow constructed wetland. Based on the above work, the author used the GIS method to research rural sewage treatment station construction planning of technology selection in Fangshan District during " 13th Five-Year" period.The research results were as follows:(1) The investigation of the sewage treatment station showed that the MBR was the most frequently used, and followed by the constructed wetland (CW), pretreatment+CW (PCW), solar anaerobic biological filter (SABF). The main reasons of unsuccessful operation were management issues and abnormal water quantity- too large or too small.(2) The result of two evaluation methods showed the highly repeatability, the sequence of processing suitability was:CW> MBR> SABF. The CW and MBR processes had obvious advantages, and the treatment effect of multi-stage constructed wetland (MVCW) was the best. Based on entropy weight, the main indicators of the sewage treatment station evaluation were annual operating rate, removal rate of NH3-N, equipment condition, actual running scale/design scale, removal rate of TP, service population, removal rate of BOD5 and COD.(3) In the comprehensive benefit evaluation of economy and environment, the sequence of comprehensive benefits was:HouShiYang (MVCW)>HuangTuPo (PCW)>SiMaTai(CW)> Miao ErGang (MBR)>NanHe(MBR)> LongMenTai(SABF). Obviously, the various CW technologies were advantaged, and the MVCW had best effect.(4) For MVCW process, the treatment effect showed that the system was highly capable of removing pollutants and could operate stably for whole year. Adding wood chips as extra carbon source in an anaerobic stage, improved the nitrogen removing efficient when the winter without plants.(5)The comprehensive evaluation of the six processes by GIS, the result showed: AO+MBR+acticarbon>MCW> CW>MBR>PCW>SABF. Under the comprehensive analysis, the two kinds of wastewater treatment technologies were suggested, AO+MBR+acticarbon and MVCW in Fangshan District at 13th "Five-Year" planning period. Based on GIS, obtained the sewage treatment station distribution with recommended technologies.(6) The single funds source and insufficient investment for sewage treatment station construction and are the main factors restricting the rural sewage treatment project construction. Now, from central to local governments attached great importance to the investment mode-PPP; and it is an effective way to solve this problem. The PPP investment mode should be used on the new rural sewage control project in Fangshan District 13th "Five-Year" planning period.
