| In 2021,the State Council issued a "five-year action plan for the improvement of rural living environment" which emphasized the need to improve the rural sewage management system.This plan identifies rural sewage treatment as the key to enhancing the rural living environment and aims to facilitate its high-quality and rapid development.In the current economic downturn and amidst local financial constraints,the selection of a PPP model for managing rural living sewage projects can alleviate the pressure of capital shortage.Additionally,this model can improve the quality and efficiency of project operations and services,ultimately contributing to the improvement of the rural habitat environment and the achievement of rural ecological revitalization.The operation period is the longest and most critical phase in the entire life cycle of PPP projects.Currently,some rural domestic sewage management PPP projects have entered this phase,but there is a dearth of studies evaluating their performance.This paper focuses on social capital as the research perspective and conducts performance evaluation research on rural domestic sewage treatment PPP projects during their operation period.The aim is to establish a reference basis for evaluating the performance of similar projects in the future.Firstly,we begin by elaborating on the current situation and relevant theories surrounding rural domestic sewage management projects both domestically and abroad.From there,we delve into an analysis of the specific characteristics of rural sewage management PPP projects in China.To further build upon this analysis,we establish a performance evaluation framework for rural domestic sewage management PPP projects that takes into account the unique characteristics of these projects.In this subject paper,we explore the theory of four dimensions in the traditional balanced scorecard: financial,stakeholder satisfaction,internal management,and sustainable development.Our focus is on evaluating the performance of rural domestic wastewater treatment PPP projects.To obtain our initial indicators,we combined the text of the Ministry of Finance’s notice on project performance management operation specifications with a literature analysis method.To ensure credibility,we tested the initial indicators using expert questionnaire data.From this,we constructed a performance evaluation system for rural domestic wastewater management PPP projects.This system includes four dimensions and 35 indicators.Secondly,a combination of G1 method and COWA operator is used to determine the weights of performance evaluation indexes.The traditional material topology model is improved by introducing the theory of material topology and dividing the range of "passing grade" based on the principle of Matthew effect.Through comparative analysis,the improved material topology model can improve the accuracy of evaluation results,so as to establish the performance evaluation model of rural domestic wastewater treatment PPP project based on the improved material topology model.Finally,the performance level of the project is evaluated by using the relevant cases of rural domestic wastewater management PPP projects in Y city.The results show that the evaluation index system and evaluation model constructed in this paper can provide an objective and reasonable evaluation of the overall and each dimension of the rural domestic wastewater management PPP project,which helps to solve the problems existing in the rural domestic wastewater management PPP project management and has certain reference value for improving the performance level of the rural domestic wastewater management PPP project in China. |
