Research On Medical Resources Allocation By Health Equity In Liaoning Province

Health is a fundamental human right, it is not only the capital but also the life’s basic objectives. Health fair is a human instinct for survival and development requirements, which is also an important symbol of social progress. Rational allocation of medical resources is a necessary condition for the achievement of health equity, then which is the result of medical resources. With the revitalization of Northeast old industrial base, Liaoning Province Economic have had leap-forward developed, which total economy in seventh. The government revenue is increasing, which is to grow in health expenditures fast. But medical resources in Liaoning province is not reasonable, there is different from rural an city, from the two regions. This article is from the perspective of social security with health fair, drawing on domestic and foreign research achievements and successful experiences in health resource allocation, searching for the sustainable development programmer of medical resource allocation of Liaoning, in order to protect the residents of Liaoning health for all.This article is made up of five parts, Part I is the introduction (Chapter1), describes the study’s significance, related literature, research’s framework and objectives; Second part is the elementary (Chapter2), elaborates the health fair theory in the perspective of social security, discusses the connotation and extension of medical and health resources and principles, clarify the correlation between equity and allocation of medical resources; Part III is a practice essay (Chapter3,4,5), identifying unfair reasons of medical resources allocation in Liaoning after analysis of which’s the current situation and fairness; Part IV is the optimization of simulation experiment (Chapter6,7), forecast adjustment parameters by the results of the experimental, put forward he best optimization; Part v is the proposes concluding article (Chapter8,9), made feasible path to optimizing medical resources in Liaoning province and policy suggestions.Qualitative and quantitative methods of analysis used in this study. Analyses the medical recourses’allocation, fairness and efficiency by the descriptive statistics, econometric models (Gini coefficient, Lorenz curve). Research the satisfaction of medical security and treatment options for residents by the expert interviews, computer-assisted telephone surveys, household surveys; Simulate experiment on medical recourses allocation in Liaoning province by system dynamics method, then present the practical path.The results showed that the equity of medical resources configuration of land surfaces less favorably than the population. Interregional medical resources allocation the total gap is unlikely, but a big gap between the quality of health resources; Rural and urban’s medical resources that seriously unfair, over80%high quality medical and health resources are concentrated in large urban hospitals, rural health resource shortage. Main reasons for the gap between rural and urban lies in the lack of governmental responsibility.The test result indicates that by2020rural and urban medical resources allocation in Liaoning province is no narrowing of the gap trend with the current policy unchanged.But through increasing the government health investment and ratios,developing of medical teleconsultation system, equity in medical resources allocation of Liaoning province improved significantly. In fact, Lack of medical health input is because there is no concept of health equity, Fairness in health care should be part of the civilized, prosperous and happy new community based projects in Liaoning.
