A Study On Implementation Assessment Of Three Determination Provision Of Governmetn Departments

During the modernization process in China, the government is in a key position, plays an important and leading role. It becomes the most important and difficult problems of public administration, on how to optimize the administrative structure, to integrate the administrative functions, and to streamline the administrative operations, so as to enhance administrative efficiency, to promote a sustained, rapid and healthy economical and social development.Ever since the 1980’s, the institutional reform, relying on the carrier of Three Determination process, in order to build a rational structure of the division of authority, and the allocation of resources within the government system, has became the major form of the endeavor to promote the transformation of government functions and administrative institutions in China. The Three Determination Provision, as the result and terminal product of Three Determination process, is the vital guideline and fundamental basis of our government departments on how to perform the functions, how to exercise the powers, and how to assume the responsibility. However, many practical issues need to be solved are emerging during the implementation of Three Determination provision by the government departments. For example, the Three Determination process has degenerated to an endless bargain about the preservation or abolition of departmental power and interests, the function of Three Determination provision can not be hully exerted, the departments get used to implement the Three Determination provisions selectively, th3 Three Determination provision can not meet the dynamic needs of the real administration. In order to solve these series of problems, base on the theory of performance evaluation and the theory of public policy implementation, with a review on the pilot assessment on Nantong municipal government departments and the evaluation on the implementation of Three Determination provisions by Jiangsu Province government departments, this paper seeks to shed a light on the practice of the implementation of the Three Determination provision by government departments. Based on the integrated use of many research methods such as the method of historical documents search, field research, the pilot program, the key indicators system, analytic hierarchy evolution, etc., this paper attempts to establish a scientific and pragmatic evaluation system on the implementation of the Three Determination provisions by governmental departments, to explore a new path of transforming functions, smoothing relations, optimizing structure, improving performance of the government, to construct the cornerstone of administrative order and efficiency in the new era, so as to deepen administrative reform in China.
