Contemporary Public Policy Implementation Performance Assessment Study

Public policy is the tool that the government uses to solve public problems, implement public administration, enhance the public welfare and realize national long-term development and stability. As a dynamic progress, the implementation of public policy affects the government credit and the development of social economy.Along with the differentiation of social transformation and social interests, the problems of public policy implementation can be seen from time to time, which seriously obstacles the achievement of public policy target, deteriorates the authority of policies and even damage the image of the government and the development of social economy.These problems can hardly be solved if the performance evaluation of the public policy implementation is lagged behind. By making clear the object of each stage and using tracking management, the executor can detect the implementation problems, standardize execution behavior, improve measures of enforcement and avoid executive deviation. However, due to the fact that the evaluation of policy executive performance in China is in its early stage, problems will appear inevitably. For instance, the performance evaluation system is not applicable in some aspects and the control of each stage is not powerful enough, which leads to the failure of the whole policy implantation process.Based on the research of the policy executive deviation and performance evaluation, this thesis offers an in-depth analysis of the problems and the focuses which exists in different stage of public policy implementation. What's more, it also provides effective countermeasures that can be applied to realize the effective policy goals.
