The Measurement Model And Influence Mechanism Of Pension Security Policy Values

With the rapid aging of the population and the miniaturization of family structure, pension security provided by the government is becoming increasingly important. The effect of pension security on retirement life support has also received significant research attention. In recent10years, China has introduced more than50policies and regulations, pension treatment has improved alot, but many people still complain the treatment gap is big, the elderly life quality with no guarantee et al.. The reasons are the lower payment and the higher responsibility which all belong to the category of the pension security policy value. Therefore, how to evaluate the value of pension security policy scientifically and certify its impact mechanism is urgent.In view of the beneficiary is the goal group of pension policy, the perception of policy value reflects the applicability and satisfaction of pension policy. To ensure the value of pension security policy, a research model for how policy propaganda moderate the effects of pension security policy value is presented from the perspective of beneficiaries. The results of hierarchical regression analysis show that pension security policy values can be measured by three dimensions:economic value, social value and political value. Policy propaganda can substitute pension security social values and political value to some extent. Less educated people have higher perception of effectiveness and responsiveness. People with lower incomes have higher perception of effectiveness, adequacy and sharing. The youth perceived adequacy higher.Based on the research from government ability and pension security service quality, construct an effect factors model of the pension security policy values from the perspective of rural residents. Both the national level of government ability(government response, government accountability and government service ability) and the individual perception level of pension security service quality all have direct positive effects on the policy value.Moreover, the rural residents pay more attention to government response and government service ability.In order to explore the propagation path of policy value, on the basis of203survey samples of15private enterprises in hubei province, a model of the transmission and impact of pension security policy values on the retirement life support is presented. Their impacts are also empirically compared. The results show that the appropriateness of pension security policy is positively correlated with sufficiency and responsiveness. The sharing of policy has positive impact on benefit, sufficiency, fairness and responsiveness. In addition, the sufficiency, fairness and responsiveness of pension security policy have positive impact on retirement life support perceived by employees in private firms. However, the sufficiency of pension security policy played more important role than benefit in the retirement life support perceived by employees, whereas the fairness and responsiveness are perceived to have similar effects.Then,combined policy and non-policy factors of pension security, a research model of the moderation of the effects of pension security policy values on the perceived retirement life support by improving the life satisfaction and income of employees in private firms is presented.The hierarchical regression results showed that the economic, social, and political values of the pension security policy have direct positive effects on the retirement life support perceived by employees in private firms. Additionally, the current life satisfaction and income of employees in private firms suppress the positive effects of pension security policy values on the perceived retirement life support.
