Research On The Government Support Policy For The Pension Institutions Of ShiHeZi

The private pension institution is an indispensable part of the old service.To promote the development of private pension institutions and ensure the steady operation of private pension institutions is an important measure to deal with the aging population.Therefore,national and local governments at all levels in combination with the practical situation of the region,has issued many supporting policies related to the private pension institutions,effectively promoted the process of the social forces to participate in the pension services.In practice,however,the government still has problems in formulating and implementing the support policies of private pension institutions.Text using the related domain knowledge such as politics,sociology in shihezi private pension institutions of government support policy as the research object,through literature research,interview method for private pension agency support policy related issues to discuss,in order to xinjiang region and even the national pension service policy text is the effective formulation and implementation.The paper mainly consists of three parts: the first part introduces the basic concepts and theoretical knowledge involved in this paper,and lays the theoretical foundation for the analysis of the reasons for the post.Then it introduces the status quo of the pension of shihezi and the summary of the private pension institution.In the overview of the pension situation of shihezi,the situation of the aging population of shihezi and the existing pension mode of shihezi are discussed.In shihezi summary of private pension institutions,from the current situation of the development of shihezi endowment institutions and private pension agency problems writing about two aspects,finally summarizes the necessity of the government to support private pension institutions.In the second part,the policies of private pension institutions were first drawn from the three levels of the state,autonomous region and shihezi,and the relevant policy contents were extracted.And then discusses the effectiveness of shihezi private pension institutions supporting policy,such as promoting the development of shihezi private pension institutions,relieves the shihezi private pension institutions operating pressure,make a demonstration for other parts of xinjiang development private pension institutions,etc.The third part points out the present shihezi of private pension institutions still have what problem,by the field investigation found that the current shihezi private pension institutions supporting policies have the following questions: one is the policy of legal status is not high,the second is policy is not comprehensive,three policy propaganda is not in place,four is policy implementation is not complete,five policy execution efficiency is not high.In view of these problems,the author analyzes the causes of the problems from three aspects: government,system and private pension institution.Finally,according to the problems and reasons,the author thinks that the following Angle canalleviate the problems of the supporting policies of private pension institutions.Firstly,on the government level,it should strengthen the professional capacity of government staff and improve the comprehensive quality of civil servants.Then cultivate social organizations and improve government purchasing power;Finally,we will strengthen the construction of local think tanks and broaden the perspective of the government.Secondly,at the institutional level,it is mainly to improve the communication and coordination and supervision mechanism in the implementation of the policy.Thirdly,the private pension institution should increase the awareness and ability of the citizens of private pension institutions and seek the support of industry associations.
