Physical education has rich cultural deposits and spiritual connotation. The adventure of physical education from "seeking survival" to "enjoying culture" is a great milestone in human evolution from "natural life" to "cultural life". The basic functions of a comprehensive university include such rich connotations and denotations as teaching, competition, grouping, research, social service and so on. However, in the early days after the foundation of new China, from "the Ping-pong Diplomacy" to "the Olympic Complex", strong patriotic feelings were pinned on physical education. Under the guidance of simplifying physical education into an instrument for winning glory for our motherland, there have been champions who are literally illiterate. Moreover, for the misunderstanding that people with strong body are bound to be simple-minded, cultural decline in the circles of physical education has become a distinct Chinese characteristic.China’s highly centralized political system adjusts and controls higher education with administrative means so that the endogenous research requests are stripped from comprehensive university forcibly. Outwardly, the Research Institute of Physical Education Science, which is subordinate to the State Physical Culture Administration, and those educational institutions help to complete the discipline construction. It seems that they are employing specialists to do professional things. Actually, the main background which underlies the development predicament of college physical education is the state administrative intervention that deprives the physical education of comprehensive universities of its academic and competitive functions.As a result of the contradiction between the strong will in the academic circle to construct the discipline of physical education and the national system of political, instrumental and utilitarian sports, college physical education is now in a dilemma whether to be academic or competitive. Therefore, the origin of the dilemma is the current situation that the university physical education is not academic and cultural enough because the monopoly system has deprived the physical culture of its basic functions.Thus the theoretical assumption is derived:the problem is not whether college sports has the ability to construct the discipline of physical education, but whether national and university policies provide good environment and system for the construction of the discipline of college physical education.This dissertation makes a case study of two universities, with similar background, but with very different situations in the development and construction of the discipline. The accomplishment of the discipline construction of Q University depends upon the selection preference of organization and system, while the difficulty with which W University is confronted is not related to the ability of individuals but has to do with the system and environment. In other words, whether different universities agree with the value of the construction of the discipline and those resource allocation, institutional guarantee and incentives of policies based on it, all those normative cultural—cognitive elements are integrated to form different will, convention and result in different construction of the disciplines of college physical education. Facts are given to verify the theoretical assumption.In the analytical level of "national politics—university academics—sports action", this thesis takes the analytical frame of "institutionalization based on increasing returns institutionalization based on increasing commitment, and more objective institutionalization " from institutionalized mechanisms. It discusses the deep structure behind the university sports discipline system. The current predicament of university sports discipline construction become more complex and hard to overcome for the intractable relationship between sports and politics as well as the verdict that "sports and academics do not concern values". Existing university physical education system is locked in an inefficient state. It’s hard to change and even self-reinforcing.The ultimate purpose of analyzing causes of the existing university physical education system is to explore what we can do to make the university sports discipline construction better under the existing system. In contrast to the level and framework of status analysis, this thesis explores the rational construction of Chinese college physical education discipline construction from the aspects of regulation policy, normalized institution, and cultural-cognitive discipline. It aims to guide the college physical education discipline construction to get cultural identity both in and out of the university system as well as build a new sports discipline order. Meanwhile, it also aims to realize sustainable development of university physical education discipline construction in the process of breaking various restrictions. The rational construction of college sports has its "on paper" limitations. As far as the maneuverability is concerned, the discussion on how to carry out the construction and implementation of university physical education in this thesis is very important. Great foresight of the strategic planning, the dynamic decision-making of strategic choice as well as the nature, principles and measures in the implementation of the strategy are guarantees for the institutionalization of the University Physical Education building.On one hand, the research thought of this thesis is not limited to tripartite composition of raising a question, analyzing the question and finally solving the question. Instead, I choose the progressive structure of "from question to purpose, from purpose to basic point and finally from basic point to measures" so as to analyze the status quo, problem, history, institution, system, route of university physical education discipline construction in a careful and thorough way and finally arrive at a logical countermeasure.On the other hand, this thesis takes the new institutionalism of organizational analysis as the logical starting point and theoretical framework. This theoretical framework shows a strong explanatory power to the questions "how the current situation of construction and development of university physical education discipline come into being" and "why the status quo cannot be changed". Breaking the limitations of discipline to analyze the construction and development of university physical education, namely the choice of research perspective, is the innovation of this thesis.
