The Model of China’s social policy is productivist social policy, the residual type of welfare model ignores workers rights of enhancing human capital. Industrial development mainly depends on the physical characteristics of young workers to get higher labor productivity. With the gradual disappearance of the demographic dividend, industrial restructuring, and the improvement of social welfare concept, productivist social policy would be replaced by social policy for development which is one of the basic social Ideal. Social policy for development values human capital. Social security has an important influence on human capital, such as the quantity (Fertility or retirement behavior), quality (education investment or health care plans), and migration of human capital (pension plans). Michael Sherraden proposed assets building of social welfare in the early1990s. The researchers of social welfare began to attach importance to protecting human capital investment by social welfare policy. In this paper, the comparative social welfare model which had been proposed by Esping-Anderson (1990) is used to study the workforce training model (Chapter3). The training system of Developed capitalist countries can be classified into three models which are Liberal, coordinated and government-led training model. The main factors of one model are the relationship between training and educational system, training and labor market, the role of government and social partners in training system, financial resources, institutional stability and equality. Under the Analytical framework of labor training model, this paper has studied international experience of labor training (Chapter4), the history of china’s training, the Analysis of the training policy which is implemented(Chapter5), a case of local government training policy (Chapter6). Chapter7has made some theoretical conclusions. Firstly, in china, the existing labor training model is government-led model,in which local government has played an important role. Secondly, the characteristic of labor training is typically double dualisms.Double dualisms of labor market, transformation of welfare policy and adequate supply of labor force are the main reason for labor training’s double dualisms. At last, this paper suggests that the training support policies should be focus of Youth unemployment.A short-term prediction analysis for china’s number and financial burden of youth training has been made. Social policy which is designed should attach importance to the welfare ideas and government responsibility for youth training. Vocational training legislation, professional qualifications and long-term funding mechanism play a basic role for the elimination of labor training’s double dualisms.
