The referee professional management is the key points and difficulties of the reform of professional sports in our country, is also the focus of social attention. Chinese basketball professional league is a symbol of China’s basketball development, professional operation, not only to improve the level of competitive basketball in China, but also bear the Chinese athletic basketball reserve talented person raise. However, with the advancement of process of Chinese basketball professional league, premier league \ "strange\" phenomenon of frequent occurrence, the needs of the development of internationalization, the national sports policy guidance and revitalization of the mission given by the three big ball and so on high level of professional operation are needed to solve. Referees as an important part of Chinese basketball professional league, at present, still use half the professional management mode, which seriously hindered the process of Chinese basketball professional league professional speed, therefore, how to plan and design of Chinese basketball professional league referees professional management mode is an important problem urgently to be solved in the Chinese athletic basketball.Based on this, to explore suitable for China’s basketball professional league referees professional management model, to improve and solve the problem of the referee professionalization of management, this article USES the literature material, expert interview, field investigation, questionnaire investigation, PEST and SWOT analysis, comparative analysis, mathematical statistics, logic analysis and other methods, based on the theory of \"human resources management theory, scientific, comprehensive and systematic on Chinese basketball professional league referees professional management model is studied, the main draw the following conclusion:First, the professional basketball relative to the basketball, it is a competitive basketball d evelopment mode under the condition of market economy reform and innovation, also is the a dvanced stage of competitive basketball development. Basketball referees professional manag ement purpose is to develop a high moral quality, strong business skills, experience and stable psychological quality, etc in the high level referee team. Still exists at present, the manageme nt of basketball referees in China basketball association rights excessive concentration, insuffi cient recognition of referees vocational moral quality, referee selected seeding system insuffic ient transparency and management regulations of force, difficulty of judicial intervention, etc. Basketball referee’s career management, therefore, to do with a strict selection system, strengt hen moral construction, form good competition mechanism; To improve the existing sports sy stem, strengthening the independence of the supervision department; Establish property super vision system; Strengthen the club financial management; Strengthening social supervision by public opinion. The referee professionalization devel opment level; Selecting management factor structure by league organization level, the league’s law enforcement environment, the referee management, supervision mechanism, clubs and o ther organizations the perfect degree of the laws and regulations; Training management factor structure by the referee management system, the overall development of our country market e conomy condition, the materialization of the club, the degree of industrialization, the club’s fe deration process; Performance management factor structure by the degree of marketization, in dustrialization, league referee selection, promotion system, the depth and breadth of corporati ons participate in the league, the propaganda of media; Compensation management factor stru cture by league fixed and turnover quantity, development situation of the technical level of th e league campaign, the referees performance evaluation system, and English. The law enforce ment ability; Labor management factor structure includes: the development of the traditional c ulture idea influence, the league size condition, the referee’s salary and security system, the m anagement’s attitude towards the referee professionalization.Sixth, based on the theory of \ "human resources management theory\", on the basis of th e successful experience of NBA referees professional management model, combined with the influence factors of the CBA referees professional management, to build the model of CBA re ferees professional management, human resource management mode including organization management, management of the promotion, the deployment of management; Selection and c onfiguration management model including the management of employment, selection of cost, qualification standards and evaluation methods; Training and development management modeincluding training and development concept, goal, content, principle; Including compensation, compensation and benefits management mode functions qualitative, salary distribution, struc tural design, scheme, benefits distribution; Labor relations management model including the f ormulation of labor contract, employment services, internal labor rules, work and vacation, la bor wages, labor relations, safety and hygiene regulation, labor and social security.
