Community development is an important part of social development. The geographical environment is fragile of minority communities, cultural environment is special, the development environment is complex. To promote community development has great significance. However, what kind of power we should adopt in the development of minority communities? This is a valuable research topic.In this research, we regard development practice of urban-rural integration in Gansu province Aksai county as an event, describe and analyze the development process of urban-rural integration government-led as the characteristic, reflect the validity and limitation that "government-led" as a kind of force promotes the development of minority communities, form the basic judgment for the development power of minority communities.From development effectiveness in Aksai county, urban-rural integration has a positive impact on community development. The community’s economic and social development is obvious. The urban-rural dual system has basically been abolished, the minority culture has accessed to healthy development, community identity has been strengthened. But at the same time, there is a shortage of material resources, animal husbandry transformation is not successful, market development is not good. Those show that the government-led contributes to the development of minority communities, but there are limitations.Based on above facts, this research draws the following conclusions:the government as a leading force is necessary to participate in the development practice of minority communities, but must be involved in the field and scope; Social, market as the way of resource allocation and the power of community governance should also be available in the development of minority communities. Therefore, this research thinks that government, market and society constitutes the basic motive forces of the development of minority communities. Government should play "hub" role in the development of minority communities, society and market force should play "the wing angle" role in the development of minority communities. Three parts emerge "fan" mode in the coordination and interaction.There are seven chapters in this dissertation. The first chapter introduces and sorts out the background, the question, the significance and literatures of this dissertation. The chapter Ⅱ explores the spatial integration issue of community development, around two specific actions of the county relocation, farmers and herdsmen settling. The chapter Ⅲ explores the system integration issue of community development, from two aspects of the education system, the social security system. The chapter Ⅳ explores the livelihood integration issue of community development, from two levels of the "feedback" of the industrial economy to agriculture and the "interactive" between minority tourism rise and industrial economy; The chapter Ⅴ summarizes the result of the community development; The chapter Ⅵ explores the power of the minority community development standing on the universality, for example the community development practice of Aksai county. The chapter Ⅶ is a summary of the whole dissertation, in response to the literature, constructing the power mechanism of minority community development.
