This dissertation is to conduct a analysis on Community Education(CE) within county as a ideal realization of rural Technical & Vocational Education and Training (TVET). This idea is not an idealistic notion; in contrast, it is an Eutopia which can be put into practice. There is relatively small number of studies focus on the relationship between Rural CE and Rural TVET under a same framework, even though CE research is prevalent at home and abroad. Therefore, this dissertation,"Community Education within County: Overall Development of Rural TVET", not only has the important theoretical significance, but has great realistic meaning. This dissertation is not in accordance with the human capital theory as previous studies did, but with John Rawls'justice theory as the theory basis, exploring rural vocational education equity into a new era. The dissertation applies sociology, demography, offering a systematical analysis on the impulse to China education from population change and population mobility in future decades, promotes the overlapping development of pedagogy, sociology and demography, enriching and developing vocational education theory in China, furthermore, providing a necessary theoretical basis and important reference for rural vocational education development policy formulation and overall development of urban-rural education.Utilizing socio-economic characteristics of urban-rural dual society structure, the author firstly examines the unjust of education in this structure. Secondly, by adopting the notion of"compensatory education"for rural areas, the researcher pinpoints target of overall development of urban-rural education. Thirdly, the author confirms the"county education management system"based on China's political system and economic development unit division. Community education within county in conformity with the requirements of the development of rural TVET. Lastly, the dissertation discusses the management and financing mechanism of community education within county. Major conclusions are as follows:(1) Rural education system must be reformed to make itself become the powerful thrusting of urban and rural integration. Rural TVET acts as an important channel in urbanization, industrialization and the transformation of rural surplus labor force. Therefore, public policy should execute"compensatory education"for rural areas to promote the balanced development of urban and rural education.(2) County, as a unique unit in China's political system, with the congenital advantage for harmonious development of urban and rural education development. Rural TVET, in the form of community education within county, can not only promote the rural educational level, but also improve community development by enhancing rural human capital. To some extent, county community education is not a simple educational question, but also the profound social issue.(3) The government continues to implement"county education management system", endowing management autonomy to local government on rural TVET. In educational fiscal expenditure, engraving publicity of rural TVET, increase public finance investment in rural TVET, at the same time, to explore and innovate rural TVET financial mechanism.
