The research of the floating population has high value to its related socialeconomic issues. That research have improved the needs of floating population,helped significantly government to reduce management cost. Meanwhile newperspectives have been given to innovate its management in the new period. However,whether in the past or in the present, the floating population is predominantlymanaged by government. Consequently, research in academia is more focused on improvinggovernment’s management than on how cohesive floating population does self management andother management power takes more important role. Therefore, it is necessary to study andactively promote self-management of the floating population, making it a veryimportant force in the management system for the floating population.The paper systematically studies the self-management of floating populationbased on thorough investigation of five floating population self-organizations inBeijing. Under the framework of "state-society" relationship,this dissertationtheoretically analyzes the necessity and feasibility of self management. In addition,implementation and promotion methods of self management through organizationalmechanism, the mobilization mechanism and the resource integration mechanism arediscussed practically. Furthermore, pursuant to the dilemma of developingself-management, operational suggestions are put forward from the perspectives ofgovernment, and floating population. In this research, the author focuses more on anddiscusses in detail the subjective consciousness of this group, female migrants’participation and growth among the group, and social applications when it comes toself-management. Research shows that: the self management of the floatingpopulation is a significant innovation of social management. At present, existingfoundation and this group’s own abilities enable developing self management. But dueto the wide array of factors, such as governmental policy, self-organization’s operationand characteristics of floating population, further development requires joint efforts ofgovernment and floating population.The paper is divided into five parts: The first part introduces background and significance of the study, and definesrelated core concepts. It points out the shortcomings of existing research, and furtherdefines the content and value of the paper by combing relevant literature. It alsodiscusses the analysis framework, the theory, the research methods, the respondentsand the innovation points.The second part focuses on answering the question of whether the floatingpopulation can carry out self-management under changing relations between nationand society. This chapter first analyzes necessity of self-management of the floatingpopulation. The developmental history and current status of the self-management aresummarized. It emphatically discusses the social basis and inherent power ofself-management of the floating population. The formation of "the post-total society"enables the development of self-management. At the same time, the diverse needs ofthe floating population are difficult to meet, while its subjective consciousness isgrowing, which together constitute the intrinsic motivation of self-management of thefloating population.The third part is the second, third and fourth chapters. It examines the socialperspective of how self-management is realized in five mature self-organizations ofBeijing’s floating population. The paper discusses the three implementationmechanism of self-management of the floating population. The second chapteranalyzes organizational mechanism. It fully illustrates the meaning, type and functionof self-organization of the floating population, and characteristics of theorganizational structure. It also reveals the self-organization’s strategy to fight for thelegality. The statue of the female migrants in self-organizations is studied. The thirdchapter discusses the mobilization mechanism. Social mobilization is the main modeof the self-management of the floating population. The floating elites, as dominantforce of social mobilization, adopted a series of strategies and methods to mobilizefloating population and other social forces. The female migrants have become anindispensable force during the process. The resource integration mechanism isdiscussed in fourth chapter. The self-organizations of the floating population buildsocial support networks which multiple subjects can participate in. Together withsocial enterprises, they promote the integration of social resources. Moreover, thefemale migrants realize their own growth in the self-management and resourceintegration. The fourth part is the fifth, sixth chapters. It answers the question of how topromote the self management of the floating population from the perspective ofinteraction between the state and society. In fifth chapter, the developmentpredicament of self-management of the floating population is discussed from the threeangles: government, the self-organization of floating population and floatingpopulation itself. In sixth chapter, countermeasures are put forward, which promotethe development of self-management from the level of government andself-organization after summarizing the experience of many other countries.The fifth part ends with conclusion and prospects, including summarization offoregoing analysis and forward-looking discussions and analysis of the future ofself-management of the floating population.
