Research On The Management Of Urban Floating Population From The Perspective Of Public Management Innovation

This article takes Xinxiang community in Sha Yi buck District,Urumqi,Xinjiang as an example.Under the background of the continuous improvement of the management of the floating population in Urumqi,this paper further analyzes the management situation of the floating population in the new Lane Community in Shayibak District of Urumqi under the new situation,and probes into the weak links in the management of the floating population in the new Lane Community of Urumqi.Emphasis is laid on the analysis of the difficulties brought about by ethnic characteristics and linguistic differences in the management of floating population,the weak management of rental houses and floating population in shanty towns and urban-rural fringe,the insufficient attention paid by the relevant administrative departments to the management of floating population,the disjointed management system and functions,and the full-time management of floating population in communities due to various businesses.There are many problems,such as less staffing,unfavorable service for floating population,some tenants do not bear the corresponding legal responsibility,and the imperfect collection and management information system of floating population.On this basis,the paper puts forward some suggestions and Countermeasures to improve and perfect the management of floating population in the new Lane Community in Shayibak District of Urumqi City.Through the management departments to strengthen targeted services,such as skills training,legal publicity and education,professional knowledge lectures,national unity activities into the daily work,to improve the management of the floating population related management departments to the degree of attention,so that the relevant functional departments form a joint effort to establish management according to local conditions.Mode to improve the management capacity of floating population.At the same time,relying on the local unique regulations and regulations on the management of floating population,we should constantly improve the management methods of floating population,enrich and strengthen the enthusiasm and comprehensiveness of the grass-roots management team of floating population,in addition,we should strengthen the guarantee service of floating population,strengthen the management of rental housing,and improve the legal responsibility of lessors and lessees.Consciousness,these targeted countermeasures and measures have a certain practical significance for improving the difficulties and problems in the management of the floating population in Urumqi.I hope my analysis and suggestions can provide some operable help for the current situation of floating population management in Urumqi,Xinjiang.Firstly,this paper draws lessons from the current situation,characteristics and research results of the floating population management at home and abroad,analyzes the definition and basic characteristics of the population,the connotation of the floating population and the factors affecting the migration of the floating population,and explains the impact of the floating population management on social and public management.Subsequently,through a large number of charts and tables,the paper introduces in detail the current situation of floating population management in Xinxing Lane Community in Shayibak District.Through the analysis of the reasons for inflow,group composition and other aspects of the new alley community in Shayibak District,the paper finds out the gap and deficiencies in the management of the floating population in the new alley community,and then makes targeted analysis,and puts forward reasonable suggestions for the management of the floating population.
