South-South cooperation to address climate change through science and technology serves as an important platform to implement China's foreign strategic,achieve the political and diplomatic purposes and promote climate technology transfer.Over the past decade,with the financial support,China has carried out a large number of South-South cooperation projects to address climate change through science and technology,which have achieved good results and enhanced China's international image and influence.As the government supports on these South-South cooperation projects are increasing,how to effectively use science and technology resources to realize greater political and diplomatic benefits and more scientific and technological output has been the focus of the government and public attention.However the performances of these cooperation projects haven't been evaluated.The policy system in this area,the performance of government's funding projects and the project management have not been well studied.Performance evaluation of South-South cooperation projects to address climate change through science and technology is important to improve project management and output.It is also an important way to respond to the government and public concern.In this thesis,based on studies on technology needs of developing countries and related policy and management system analysis,performance evaluation of China's South-South cooperation projects to address climate change through science and technology is studied,taking National Science and Technology Foreign Aid Program and related projects from National International Science and Technology Cooperation Program as examples.Performance of government's funding projects,management problems,cooperation patterns and factors,bibliometric characteristics of South-South cooperation in science and technology are analyzed to answer the questions as follows:(1)What's the climate technology needs of developing countries? What's China's relative technology supply?(2)How about China's macro-management system of South-South cooperation to address climate change throuth science and technology?(3)How to build the performance evaluation system of National Science and Technology Foreign Aid Program and south south climate joint research projects from National International Science and Technology Cooperation Program? Suggestions to effectively use global resources and strengthen South-South cooperation to address climate change through science and technology are made by above analysis.This topic belongs to applied research,and the main research contents and conclusions are as follows:Technology needs to address climate change of developing countries in different types and development levels are identified by analysis of United Nations' TNAs.China's climate technologies suitable to transfer to other developing countries are also proposed.China's policy and management system of South-South cooperation to address climate change through science and technology is analyzed from the macro level to the ministry level by literature analysis,expert advice,interviews,etc.Results show that Energy,agriculture,waste treatment and industrial energy efficiency are priority areas for mitigation in developing countries.Agriculture,water,coastal zone management and health are priority areas for adaptation.China's relative applicable technologies in agriculture and forestry,renewable energy,water resource and other areas are suitable to be transferred to other developing countries.China has formed policy and management system to promote South-South cooperation to address climate change through science and technology with multi-sectoral participation,adequate funding and various support ways,there is still room for improvement.Overall performance evaluation index system of National Science and Technology Foreign Aid Program are built,based on performance evaluation theory of R&D projects and foreign aid projects.Empirical researches on the projects funded from 2006 to 2013 are conducted.Performance evaluation index system of climate South-South joint R&D projects from National International Science and Technology Cooperation Program are built by relative models.Empirical researches on the projects funded from 2006 to 2013 are conducted by Knowledge Production Function.Results show that for National Science and Technology Foreign Aid Program,target completion,the effect and the influence,organization and management effectiveness are relatively satisfied,while input and output efficiency are passable.For the projects from National International Science and Technology Cooperation Program,50% of the project achieved the desired level of performance,and project performances are improved recently.Suggestions to improve the management of two types of projects are given,for example strengthen the strategy research,improve management rules,expand the cooperation areas and countries,strengthen the supervision and regular performance evaluation.Based on bibliometrics,characteristics of China's scientific and technological South-South co-authored papers are studied in the aspect of overall output,cooperation model,financial support and China's position,as supplement to performance evaluation results.Results show that the number of China's scientific and technological South-South co-authored papers increases in exponential growth,and China's influence in developing countries is on the rise.However,there is still a large gap in paper quality and impact between China and developed countries like USA,England,Germany,Japan and so on.China has high influence in Asia,but limited influence in Africa and Latin America.Papers of bilateral and multilateral cooperation are almost same in the amount and increasing rate,and increasing rate of multinational cooperation papers is a bit faster.China is in a dominant position in bilateral papers,but is a participant in multilateral papers.Most China's scientific and technological South-South co-authored papers are funded.China is one of the main donor countries.Papers funded by National Science and Technology Foreign Aid Program and National International Science and Technology Cooperation Program are limited.Influence factors of South-South cooperation to address climate change through science and technology are analyzed,taking technical assistance and South-South R&D as examples.Problems of South-South cooperation to address climate change through science and technology like cooperation strategic,financial and policy support,enterprise participation,technology transfer and advocacy are analyzed.Based on the above,policy recommendations to strengthen South-South cooperation to address climate change though science and technology are raised as follows: develop action plans and strengthen sectoral coordination;improve multi-level cooperation mechanism and strengthen bilateral and multilateral cooperation;guide and encourage all-round,multi-channel technology export;strengthen capacity building for technical assistance recipients;increase the sources of funds through various channels and optimize the structure of funds' expenditures;improve supporting measures and encourage enterprises to participate South-South cooperation.
