Beijing-Tianjin-Hebei Collaborative Research On The Development Of Ecological Co-processing In The Basin

In the recent years,the ecological environment problems such as atmosphere are becoming increasingly severe in regions of Beijing,Tianjin and Hebei.These problems turn into vital obstacle which restricts coordinated development of regional economic society.How to implement systematic governance on ecological environment problems and construct the system and mechanism of ecological environment protection in cross-administrative areas has become a new public management topic to solve urgently for current academia circles and local governments.Therefore,this paper hereof carries out relative researches mainly focusing on“how to solve the problem of watershed ecological,how to break through the dilemma of cross-regional ecological governance and how to construct co-governance model”from the current status of water ecological problems in Beijing,Tianjin and Hebei basin,assisting with views of environmental externality theory and holistic governance as well as taking the places where Ju river running through within Beijing,Tianjin and Hebei areas as case study.This paper deems that the key point of solving watershed ecological problems effectively is to recognize the public product attributes and non-exclusive features of watershed ecological resources.It is because of the existence of these characteristics,manufacturers or consumers excessively using river resources did not bearany cost arising from damage to the society.It made ecological destruction and environment pollution is inevitable.The external characteristics of the ecological environment are becoming extrusive.This paper obtains the following inspiration through analysis of two negative external rootcauses of ecological environment i.e.market failure and government absence,comparing with two external solutions-Pigovian Tax and Coase Theorem: 1)It shall make clear the responsibilities of government in the ecological governance;2)It shall set up the ecological resources management system and mechanism which decided by the market;3)It shall strengthen cross-regional ecological co-governance to push the internalization of negative externality social cost of watershed.This paper further points out that the difficulties of Ju River basin ecological cooperated governance are that we did not manage well the relationship between governments,the government and the market as well as the government and the public which caused difficulties of unstable Inter-Governmental cooperation,market mechanism imperfection and inactive public participation etc.It led watershed ecological governance to “fragmentation”.To completely solve the watershed ecological problems must use holistic governance thought to solve the problems of“fragmentation” of organization structure,“fragmentation” of policy implementation and “fragmentation” of consciousness level based on increasingly boosting the leading role of the government.The past situation of “Taking on all things” by the government shall be abandoned.It shall establish and improve the system and mechanism that is favorable for market substantially leading in the allocation of ecological resources.It shall smooth and create favorable channels and atmosphere for the social organizations and the public that they can participate in the supervision of ecological governance to realize the pluralism of governance parties and diversification of treatment measures.Hence,this paper raises three transition routes of co-governance for Ju river basin i.e.realizing the transformation from separate governance of local governments to joint governance of Inter-Governments,the transformation from governmental governance to social cooperation and the transformation from ex-post governance to co-governance in wholly process.Eventually establishing an ecological governance model with mutual coordination among parties of government,market and society,synchronized policies and measures and perfect operated systems and mechanisms.On this basis,this paper deems that it is necessary to make full use of advantages of relationship between government and market to move forward the ecological co-governance of Beijing-Tianjin-Hebei basin.From one hand,it is better to boost role of the government in the ecological governance,build up correct concepts and realize the governance responsibility return of the government and promote Inter-Governmental collaborative governance.On the other hand,it shall improve and perfect related mechanisms,develop market substantial leading role to ecological resources allocation and strengthen enterprise responsibilities in ecological governance as main body.In the end,this paper draws the following conclusions: It shall highlight the advantage of the leadership of the Party and government organizations and establish ecological governance main structure led by the Party and government with enterprises as the main part and the broad participation of society during promoting the construction of diversified network governance.This is the only way to establish the governance mechanism which unifies the responsibility,the right and the benefit of ecological co-governance mechanism in regions of Beijing Tianjin Hebei.As to the establishment of governance mechanism,it must strengthen the collaborative governance of the government to realize the transformation from the separate governance of local governments to Inter-Governmental co-governance.It must make clear the responsibility of government in ecological governance in order to reinforce the governance role of the government,promote the substantial role of the market in the allocation of ecological resources,set up the ecological governance network with active public participation and effective supervision.Gradually,it will build up a coherence ecological governance institutional system of "source prevention-process supervision-responsibility pursuing".It should guarantee and improve the smooth implementation of ecological co-governance from the institutionalization.
