Coordinated development of Beijing,Tianjin and Hebei is a national key strategy,the three regions coordinated developing as a whole can relieve Beijing’s non-capital-essential functions,optimize intensive utilization of urban land and agglomeration area,expand ecological environment capacity,form a new development pattern with the same goal,integrated measures,complementary advantages and win-win results.On April 30,2015,the Political Bureau of the CPC Central Committee deliberated and approved the 《Outline of Beijing Tianjin Hebei coordinated development plan》,it marks the completion of the top-level design for the coordinated development of Beijing,Tianjin and Hebei.Three years since the implementation of coordinated development strategy,the three regions have made some achievements in legal system norms,implementation and supervision.Many domestic scholars have paid high attention to the collaborative governance of ecological environment.The three regions are still in the stage of exploration in these three legal systems.To the increasingly serious environmental and ecological problems,national rule of law institutions have to address the public for environmental protection.The law must also be able to cope with changes in environmental issues.Based on the synergetic theory,this paper studies the power of the mechanism of environmental collaborative governance: institutionalism and guarantee feedback mechanism,and constructs the mechanism of environmental collaborative governance,In discussing the status quo of the rule of law in the coordinated management of the ecological environment in Beijing,Tianjin and Fujian,the paper focuses on the current situation and the existing constraints in the three aspects of the legal norm system,the rule of law implementation system and the rule of law supervision system,draws on the advanced experience of the three northeastern provinces and the Pearl River Delta,compares with the rule of law system of environmental governance in the three regions outside the United States,the European Union,Germany and Japan,and summarizes the weak construction of the legal norm system and the decentralization of the rule of law supervision system.Through the use of empirical analysis method,economic analysis method,comparative research method,in the construction of beijing-Tianjin-Hebei ecological environment coordinated governance of the rule of law guarantee system,still from the legal norms system,the rule of law implementation system,the rule of law supervision system from three aspects,sum up experience,excavate the root causes,based on practice,medicine for the disease,in order to improve the regional ecological environment coordinated governance of the rule of law system,to ensure the smooth realization of the Beijing-Tianjin-Hebei ecological environment collaborative governance planning objectives. |
