Under the far-reaching changes of China's economy and society, China is facing increasingly serious social competition. Therefore, many social contradictions and conflicts manifest. Public crises which generated by over exploitation of natural resource and the damage of natural environment gradually become normalcy in the process of development. In this era which public crises become frequencies, governance of public crises has already been the focus of academia and practice department. Effective governance of public crises is not only a key factor to sustainable and healthy development of economy, but also an importance act to improve government credibility.At present, there are less attention and researches about cross-domain public crises like cross-department and cross-rank public crises. However, the specialness of cross-domain public crises defines that unilateral action from government alone will be hard to make achievements. This paper tries to do a deep research about governing cross-domain public crises based on holistic governance theory which firstly raised by British scholar Perri6. Holistic governance theory mainly solves cross-department and cross-rank problems that are difficult and fragmental. It emphasizes coordination, responsibility, trust and integration. The paper tries to apply this public management theory comes from the West to cross-domain public crises governance in China, providing theory basis and practice orientation. The paper will mainly state the fragmentation of the governance of cross-domain public crises, deeply analyze the reason and at last find out a solution to the problem.The paper divides into six parts. The leading part will firstly state the cause and the significance of the research, and then the status of this kind of research in and out of China. On the basis of these two statements, the leading part will discuss the substance and method of the research, and possible innovation. The first chapter discusses, in the theoretical level, the differences and similarities of the holistic governance theory used as analytical tool and used as the object of the research. The discuss falls into three parts. The first part defines and explains the meaning of some terms that appear in this paper. Then the paper defines and states the theory. The last part of the first chapter will analyze the relation of the theory in practical level and theoretical level. The second chapter introduces three modes of holistic governance, and, from the view of holistic governance, the paper discusses and analyzes four samples. The third chapters talks about the fragmentation of holistic governance of public crises in China. It explains fragmentation in different ways. And separately discuss fragmentation in four aspects:culture and idea of governance, method of governance, structure of governance and information of governance. In the forth chapter, the writer analyzes the origination of fragmentation. From the point of view of economics, the analysis bases on, in theoretical level, non-cooperative "prisoner's dilemma" game and rational-economic man. From politics, the paper writes about the laziness of government officials. They evade their responsibility and they viciously compete in promotion, In management, the paper discusses local management, the insufficiency of coordination and integration. From the point of view of sociology, the writer analyzes from the toughness of public crises and the incredibility in society. The fifth chapter is about the methods to govern public crises. At the beginning, in the level of governance idea, it finds out the value of public crises governance and then integrates with the culture of the governance. Secondly, the writer states, in the function of governance, specific method that governs accordance with government policies. And in the structural level, the writer integrates the structure of object, resource, organization and space. In the end, in the technical level, the writer raises that management information system should be integrated with decision making svstem.
