With the development of social economy,cross-domain affairs in the areas of economy,government affairs,people's livelihood,environmental protection and emergency management are becoming more and more complicated,which puts higher requirements on cross-domain collaborative governance among local governments.The results of practice show that cross-domain collaborative governance between local governments has very different effects in different fields.In the face of cross-domain crisis events,the dynamic mechanism that drives local governments to achieve cross-domain collaborative governance has changed.This paper selects the "Huangpu River Drift Pig" incident as a case,obtains network collaboration data through python web crawler,and then uses social network analysis and case analysis to examine the decision-making behavior of local governments in the cross-domain collaborative governance network.The research results show that the trust crisis caused by information black box,the contradiction of organizational interests,the mutual exclusion of motivation mechanism and behavior incentives,etc.,trigger the prisoner's dilemma and zero-sum game among local governments,which makes cross-domain collaborative governance fall into serious difficulties.Therefore,first,we need to further improve the institutionalization level of cross-domain collaborative governance organizations;second,build a sound organizational platform and information sharing mechanism;third,strengthen incentives through local interest coordination and compensation;fourth,improve Strengthen accountability for the supervision and evaluation mechanism of local government officials.Ultimately,it will break the action dilemma of cross-domain coordinated governance among local governments and promote the development of regional integration.
