Lifelong education has been widely regarded as a driving force for the sustainable development of the country and a powerful role in shaping the citizens since its birth.In recognition of the tremendous energy and potential of lifelong education,many countries have lifelong education as an important concept to reform their current education system.The propulsion mode has become a worthy research field.It goes without saying that the law is the most favorable tool for the implementation of the national system because of its normative,mandatory and authoritative features.In recent years,the development of lifelong education in the form of legislation attracted worldwide attention.The legalization of international lifelong education is also gradually accelerated,such as the United States,France,Japan and South Korea.These countries have been in the field of lifelong education legislation and achieved positive results.Lifelong education has been popularized since it was introduced into China in 1980s.Following the development trend of lifelong education in the international community,the legislative ideas and plans of lifelong education in our country have been put on the agenda again and again.After decades of efforts,China's lifelong education legislation at the national level is still in the "research" and "concept"stage.The legislation of lifelong education in the international community has been changing with each passing day,but the legislative work in our country is slow and difficultWhy is our lifelong education legislation in trouble?What causes the dilemma now?The first part of this article is intended to make a thorough inquiry into this question."The Educational Law of the PRC" in 1995 has been involved in the content,after the revision in December 2015 increased a number of provisions of lifelong education.Thus,the legislation of lifelong education is difficult,but the promotion of lifelong education legislation has never stopped.The national level legislation of lifelong education in China is still difficult to produce.There are some internal problems in legislative practice,also has theoretical research lag.The basic concept of lifelong education is not clear.These problems led to the adjustment object cannot be tight definition.The lag of legislation undoubtedly hindered the healthy development of lifelong education.The legislation has already been in trouble,how should we take it as a positive measure to deal with the difficult situation in our country?The article is intended to analyze the successful legislative experience,to draw useful experience and avoid possible problems.It is necessary not to ignore the localization process,because it is an important force to to build a "good law" for promoting the development of lifelong education.The article makes an analysis of the feasibility of the legislation of lifelong education in China.In order to return to the essence of education,promote the construction of lifelong education system,"lifelong education law" is not only necessary but also urgent.The second part of the article is as to solve the problems that have long plagued the lifelong education legislation in our country,intending to implement the vertical elements,system foundation,and the core idea of "learning right" and other key issues in-depth research and discussion.The purpose of this paper is to provide some suggestions for the legislation of lifelong education in China from the theoretical and operational perspectives.The emergence of "lifelong education law" makes the education law system more strong,what position is it in the existing legal system?How to deal with the conflict and coordination with the existing legal system?The third part of the article,namely the eighth chapter,is intended to clarify the boundaries and relations between the lifelong education law and other educational laws.This study will lay a foundation for constructing and perfecting the existing legal system of education and the future of lifelong education legal system.
