Research On Building And Application Of Public Adoption Model Of Internet+ Government Services

With the development and the upgrading of information industry promoted by"Internet+",the public have a more comprehensive and in-depth understanding of internet information technology.The Internet+ government services,which mean the E-government services adapting to the newly developed characteristics of the internet technology,should meet the pubic individual demands.Whether the huge value of the Internet+ government services could be realized depends largely on the public's adoption of the Internet+ government services.It is worthy of enough attention and in-depth study on methods to improve the public adoption.The research in this dissertation mainly focuses on the following aspects:(1)Research on the integration of information resources of the internet+government servicesThere exist several problems in current E-government services,such as failing to be user-oriented,lack of unified standards for the information resources integration,etc.In this dissertation,the integration of information source of the Internet+ government services platform is proposed to meet users' individual needs.According to the government service goals,service objects,government business process and information service logic layer,the information resources integration will be established.An empirical research is performed on the government portal website of Anhui province,the interest of user access information has been calculated,and the personality and common characteristics of the users' interest are described.The results show that it can effectively improve the service efficiency and user adoption rate by integrating the E-government information resources according to the users' needs.(2)Research on public adoption model of the internet+ government servicesAccording to the characteristics of the Internet+ government service,the factors affecting public adoption services are analyzed from the angles of perceived trust,environmental characteristics,and public satisfaction.And the public adoption model is designed by using multi-dimensional adoption intention factors.The government public services adoption process is studied in stages,combined with technology acceptance model,continuous use and trust theory.The public adoption model is constructed based on the process of adoption.Afterwards,mathematical statistics and empirical research methods are used to verify the adoption model and hypotheses,and analyze the key factors influencing the public adoption intention at different stages.(3)Discussions on the results from the public adoption model of the Internet+government servicesThe results of the empirical study on the adoption of Internet+government services are discussed.The suggestions on promoting the public adopt are given out,for guidance to improve the internet+ government services platform.First of all,the government should meet the public's needs for Internet+government services,to satisfy the customers,by constructing cluster navigation with one-stop service model,improving service platform for easy to use,establishing online and offline combination of 020 service mode,improving the perceived usefulness of the service platform,meeting the public's personalized needs,and improving the service quality.Secondly,enough attention should be paid on strengthening the safety of the internet+ government service platform,enhancing users' confidence.Finally,it needs to expand the social influence of the internet+government services to make the public know the service platform,and strengthen the users' participating consciousness on constructing Internet+ government services platform.(4)The design and iterative application of the open adoption modelIt might happen that the main factors were not be considered when building a model to evaluating the public's adoption of an Internet+ government service platform because the contributory factors would change when the background and period were different.In this study we proposed an open design,adding a flexible variable to the original adoption model,which is to be called the open adoption model.The flexible variable is the variable which has not appeared in the variable table.The open adoption model could be applied in a much more wide range,for example,for evaluating and analyzing an internet+ government service platform in different levels or different period,and then giving suggestions to improve the platforms' service.This will be in favor of promoting the internet+government service of our country.Moreover,we propose an iterative use of the open adoption model,which prolongs the effective life of the model.The main problem could be found out steadily by applying the open adoption model repeatedly.And the Internet+ government service could be better and better when the platforms improve in the guidance of the suggestions given by the open adoption model steadily.The results of the study will be helpful for analyzing the adoption issues of the Internet+ government services from a comprehensive and systematic view,contributing the practice of the internet+ government service construction,guiding the government to take effective measures to encourage the public to widely use the internet+ government services,increasing public acceptance and customer satisfaction of internet+ government service,fully realizing the value of internet+government service,which is of great significance to our country internet+government service construction and promote the establishment of service-oriented government.
