| Early since the founding of new China, the Chinese government adopted a policy sending a large number of students studying abroad to the Soviet union, to the early 1960 s, China began to pilot a new ways sending students studying abroad,such as western developed capitalist countries.Because of Chinese Cultural Revolution,government have suggested a series stagnant studying abroad policy.But generally speaking, the exploration work is laid the groundwork for study abroad management after the reform and opening and accumulated valuable experience. Since period of reforming and opening,China has formulated and implemented a new, larger, comprehensive policy to send personnel abroad, injected new elements to the contemporary Chinese study activities. At this stage, within the overall framework of national study abroad policy, study abroad policy has evolved and developed into a country strategy.All in all,Chinese oversea study policy can be divided into four series including two secondary policy,i.d.policy related to self-expense;policy related to national found support;national service policy.The four series of secondary policy is determined by a number of specific levels of system and regulations (often circular, views, approaches and other forms) separately or combination of built form. If a secondary or tertiary policy is too narrow or lag, will do little to support the established normal operation of our overall study abroad policy. Thus, constantly adjusting and improving study abroad policy at all levels is become very significant.It is a profound responsibility for scores of schools,such as officers,party members,scholars,traders and 1 so on.From the trajectory of economic development,Chinese oversea study activities have entered a "period of relative prosperity and development"since the 21st century.The scope and scale is increasingly enlarged and their new normal of liquidity have been developed in a new change era, and become a human spiritual values.The main stream of oversea study become a lifestyle of economy and mode of mutual benefit. This action carried out an important two-way win strategy. This study will be discussed from the perspective of policy change in China.In terms of studying abroad policy the beginning of the tentative recovery policy has gone a hard stage.Study of history is in order to better face the future, the policy of studying abroad since the founding of the evolution is a twists things, reflects the change trend of China's study abroad activities over the past 66 years and reflected the law development tendency.On the other hand the optimization of contemporary China studying abroad policy should experience and lessons for referent citizen.This article is divided into five chapters including the introduction and main text. The introduction part mainly introduced this topic research background, theoretical value and practical significance, research status quo of domestic and foreign scholars for the taxonomy of comb, including the current research of the basic concepts, research status quo of the theory of policy change, policy study, the study of problems and research into the causes of policy change, the present situation, the research situation to solve the problem of studying abroad policy change, etc. Basic follow the historical analysis and understanding, this study constructed before and after sequential logic framework; For the customary practice medium academic issues, the problem of Chinese studying abroad policy change, document method, method of etymology, marxist context study, empirical research method, all media method and other methods, using the fourth technological revolution of the most popular "cloud computing technology", the media technology, and the algorithm of big data technology advantage; Article first rendered three policy vicissitude theories in domestic academic circles. Their application in China studying abroad policy change represent some scientific futures, but because of the restriction of language translation,transmission mechanism and propagation law, some conclusions have narrow practical application in space and time limitations. Based on the academic research of scientific consideration, this article in the first chapter first defines "study abroad", "study abroad", "the expense to study", "international", "policy", "study abroad regulations", "study system" and so on, then leading to study economic globalization theory, human capital theory, and science-education theory. Because of country activities must be subject to certain time, certain areas of the policy change, so this paper in the second chapter demonstrates the advocacy coalition system theory, the theoretical origin and intermittent-equilibrium theory of the role and influence of Chinese studying abroad policy change, and thus it is concluded that studying abroad policy from balance to imbalance, from imbalance to innovation, again by the basic change rule innovation makes a new equilibrium. Update history follows the natural change rule in the same vein, China studying abroad policy went through the preliminary establishment stage (1949-1956), the implementation stage (1956-1966), the stagnation stage (1966-1977), the policy adjustment stage (1978-1992) and policy specification development stage (1993-) and so on. Now chines policy change has entered a basic path combing constitutes and research contents of chapter 3. Study of history is in order to better for the future, to China studying abroad policy change process of this paper is to summarize the basic rule of studying abroad policy change, common cause, and main results, for national policy department can make a more reasonable policy of studying abroad. Based on the study of China existed in the process of policy change,there were equilibrium problems, returnees management link,policy implementation, policy internationalization.The article points out that the value of the policy change structure is too single, the lack of the policy change laws is correct,the lack of scientific understanding of motivation policy change is true, the lack of system analysis of the process of policy change is important, the main structure is not reasonable.About the policy change to the above problems, the main reasons including four aspects. In order to find the main measures to improve the new China studying abroad policy equilibrium,the fifth chapter puts forward five specific measures, namely the reshape policy value target structure, pay attention to the practical significance and scientific grasp of policy study,policy changes of dynamic factors, accurately grasp the basic process of policy change, improve the stakeholders involved in systems and mechanisms of policy change. The proposed measures may not affect the government study core decision-makers, but at least can give the related decision-makers the valuable references. |
