Study On The Ownership System Construction Of The Mineral Resource In China

The rational development of mineral resources needs scientific institutional safeguards,and the mineral resource ownership system occupies a central position in the mineral resource system and is the basic system for safeguarding the legitimate rights and interests of the relevant subjects.As a socialist country,China has always adhered to the institutional model of state ownership of mineral resources,that is,universal ownership,which plays an important role in promoting the development of social productive forces and reflecting the superiority of the socialist system.At the same time,it must also be noted that,with the continuous changes in socio-economic conditions,some problems have emerged in the practical operation of mineral resource ownership system in China,which needs to be constantly improved in order to further demonstrate the essential characteristics and superiority of the mineral resource ownership system of socialism with Chinese characteristics.The construction of mineral resource ownership system in China should be based on Marx's ownership theory,based on the essence of universal ownership of resources,according to the changes of the main contradictionsthe in the new era of Chinese society,will safeguard and realize the interests of the people's resources as the fundamental purpose of system construction.Based on the above ideas,this paper conducts an in-depth study of mineral resource ownership system in China,the thesis is divided into the introduction and four chapters.The introduction mainly explains the theoretical and practical significance of the current research on mineral resource ownership system in China,summarizes the relevant research developments at home and abroad,and explains the research ideas and research methods of the thesis.The first chapter mainly analyzes the theoretical resources for the construction of mineral resource ownership system in China,including Marx's ownership theory,Western property rights theory and China's traditional mining state-owned system idea.Among them,Marx's ownership theory is the theoretical basis for the construction of mineral resourceownership system in China,in which the revelation of the essence of ownership,the comprehensive analysis of its structural system,and the profound understanding of the state-owned system provide scientific and rich theoretical resources for clarifying the direction of the construction of mineral resource ownership system and improving the system.The second chapter systematically combs the process of Chinese Communist Party's resource ownership rights system.On the one hand,it analyzed the main factors influencing the restructuring of the system,including the socialist public ownership system,the attributes of mineral resources,and the relationship between the government and the market.On the other hand,it conducted an in-depth analysis of the use,revenue and management rights in mineral resource ownership,and put forward views such as establishing mineral resource assets ownership,reflecting mineral resource revenue from both economic and ecological aspects,and clarifying the duality ofmanagement rights.The fourth chapter puts forward the principles and specific paths for promoting the construction of China's mineral resource ownership system in the New Era.In terms of the basic principles,the leadership of Chinese Communist Party is the greatest advantage in ensuring the effectiveness of the system construction,protecting people's well-being and realizing universal sharing of resource revenue are the value goal of the system construction,the role of the government and the market should be played well as the main line of the system construction,and the socialist rule of law should be the main method and guarantee of the system construction.On the basis of the above-mentioned principles,specific suggestions for improving the system are made in three aspects: the structural system of mineral resource ownership,the exercise mechanism and benefit distribution.
