The popularity of the concept of "digital earth" designates that information management has come to be one of the most important subjects of the times. As valuable natural resources, the mineral resources are so essential to the human production and development that they have great and direct impact on the prosperity of our country and people's life. Due to the fast economic development, mineral resources are now confronted with large-scale mining and consumption the inevitable result of which is fast exhaustion of resources. It is recognized that the reasonable and efficient exploration of the mineral resources indeed lays foundation for maintainable development and building of a harmonious society. The development of computer network, especially the advancing of Internet and multimedia technology realizes the real-time transmission of text, graphics, images and videos, and therefore on the one hand make it possible and convenient to send and get information between organizations and institutions in different geographic locations and greatly influence the life and production style, but on the other hand forward a severe challenge to the traditional methods of office work and policy making. In consequence, it has been put on schedule to introduce and apply modem information management methods instead of traditional irrational management methods. Though such technology as computer mapping, database management, CAD, management information system, remote sensing, applied mathematics and metrological geography can meet demand of processing spatial information to a certain degree, the function of this kind of system is relatively simple and can not solve problems concerning synchronic processing of graph, image, database management and spatial analysis. However, geography information system, as a computer system of administrating and analyzing spatial data, can handle various spatial data with reference to geographical coordinate or space location, comprehensively analyze many factors related to the demanding information, and output the processed result in different forms like graph, data, text etc. Owing to all these advantages, geography information system has been extensively applied in various fields including the territory resources management. In this paper, the author takes ArcGIS as platform, tries to design and develop a mineral resource information management system for Jincheng, and hopes to seek and find an information method to manage mineral resources both in theory and practice.Still in this paper after the existing method of mineral resources information is analyzed, GIS technology is introduced. Based upon the analysis of the systematic function and demand, a database connecting spatial and property data is established to realize the link between inner and outer properties, systematical storing, processing and analyzing of graphic data and property data, and information management of other materials concerning mineral resources. With ArcGIS as platform, vb as developing language, object orientation as developing method, major function modules and finally a mineral resources management system integrating property data managing, graphic data managing, retrieving and outputting are developed and implemented. The system has been put in use in Jincheng for some time and its feasibility has been and is being tested. Up until now ,with its stability of nature and quality, simple and convenient operation, friendly interface, it meets the most Territorial Resources Administration's daily requirements of mineral resources management and has come to play a positive role in improving managing efficiency, and its good extending prospect in this line can be expected.
