To scientifically evaluate the emission reduction potential and abatement cost of the energy-intensive and carbon-intensive sectors is an important basis of formulating targets for energy saving and emission reduction.As the most important form of secondary energy,power industry is the primary sector of national economy and social development.It is also the main channel of primary energy and major CO2emission sector.It is the key to realizing the binding goal of energy saving and emission reduction to improve its energy efficiency and reduce the emissions.Based on the environmental efficiency evaluation,this dissertation analyzed the emission reduction potential and abatement cost from the perspective of the provincial power sectors and power plants respectively.The empirical results were devoted to provide decision-making support for the formulation of energy saving and emission reduction strategy.The main contributions are as follows:?1?It analyzed the environmental efficiency and emission abatement cost of the key emission reduction sectors employing the three-stage data envelopment analysis wherein the impacts of radial and non-radial slacks,undesirable outputs and the heterogeneity of the decision-making units were incorporated.Based on the empirical results of emission reduction potential and marginal reduction cost,it proposed targeted emission reduction strategies for different sectors.?2?Based on the directional distance functions with undesirable output,it generalized the bootstrap method to the model of energy and CO2 efficiency and productivity index.It analyzed the energy and CO2 efficiency of China's power industry from the perspective of provincial power sectors,generation groups and power plants respectively and sought drivers of the productivity improvement by index decompositions.?3?Considering the impacts of the pre-determined directional vectors on the efficiency results,it extended the endogenous vector method to the framework of profit efficiency analysis and its decomposition components.The environmental efficiency and emission reduction potential of the provincial power sectors under different disposability assumptions of the undesirable outputs were comparatively analyzed.To provide reference for the formulation of the energy saving and emission reduction strategy,it further investigated the impacts of such policy measures as coal-electricity price linkage and power mix optimization on the environment efficiency using the double bootstrap regression method.
