Light industry is the traditional superior industry,the important livelihood industry and the industry with high international competitiveness of the national economy.It is the most extensive industry covering consumer goods and the main force to meet the people’s needs for a better life.Its value is more reflected in the aspects of meeting market consumption demand,stabilizing the export scale,expanding employment scale and improving the quality of employment,and better service to agriculture,countryside and farmers.Since China’s reform and development,light industry has achieved a historic leap.After the period of rapid development,farewell to shortage and quantity-oriented development,light industry is entering a new stage of medium-high speed with the goal of double improvement of quality and efficiency.No matter in the production,export or consumption of light industrial products,China has become a major light industrial country in the world.However,the international and domestic development situations that the light industry is facing are still complex and grim.Presently,the operation of light industry economy is in a "slow and steady"development trend of "steady consumption,slow investment,weak export,accelerated adjustment and obvious differentiation".The task of transforming China’s light industry from a "big country" to a "strong country" remains arduous.And the contradictions,pain points and embolism in the development of light industry still exist and become more and more obvious.It is becoming increasingly urgent to China’s light industry of the transformation and upgrading.In order to realize the transformation and upgrading of light industry,we must attach importance to innovation.The problem of intellectual property rights encountered in the process of innovation is more common,and it is also an important issue of general concern to society.Therefore,Innovation-driven by the creation,protection and application of intellectual property rights has become an important force to promote the transformation and upgrading of China light industry.Intellectual property rights have become one of the core elements and "new engine" of light industry transformation and upgrading and participating in market competition.They are the "unavoidable barrier" for light industry from middle and low-end to the middle and high-end,also are the "golden key" and "core driver" for opening the door of light industry transformation.This paper themed of the intellectual property innovation in the transformation and upgrading of China’s light industry,took "scientific and technological innovation—industrial development—transformation and upgrading-intellectual property innovation driving" as the main line of study,and integrated the theoretical knowledge of management science,industrial economics,systems engineering,intellectual property management and other disciplines.According to the achievements of previous studies such as industrial agglomeration theory and industrial structure theory,and comprehensive use of system analysis,quantitative and qualitative combination,literature research,data mining and other scientific methods,this paper conducts a system and selects this path for intellectual property rights support system of light industry transformation and upgrading in China.This paper provides a new vision and a set of "strategy combination" for the transformation and upgrading of light industry,which is helpful to further clarify the macro-development trend of China’s light industry,to highlight the level of intellectual property development of light industry,to improve the intellectual property resources allocation efficiency in transformation and upgrading of light industry,to enhance intellectual property driving support light industry transformation and upgrading of the scientific,operational and effective.The main conclusions and innovations of this paper are as follows:(1)It introduced the intellectual property rights into the research on the development,transformation and upgrading of China light industry for the first time.Although many light industry enterprises have established intellectual property strategy and management systems,and carried out intellectual property innovation activities actively,but the innovation awareness,innovation ability and innovative products of light industry enterprises are still less and weaker.In addition,there is no special inventory,diagnosis and layout of patent technology in the field of light industry presently,from scholars to government to social service institutions.This has also become one of the key factors ignored in the process of transformation and upgrading of light industry.For this reason,this paper took the lead in designing standard retrieval formula by using the data source of professional Incopat Database,using quantitative and qualitative methods,introducing "patent map" technology processing method,the patent assets in China’s light industry are retrieved,analyzed and excavated from 11 dimensions such as patent application authorization trend,operation situation and applicant category,and then the macro situation and structural distribution of intellectual property in China’s light industry are analyzed.In order to reveal the pattern,structure and development trend of patent competition in light industry.According to the research,intellectual property is still the "pain point"and "embolism" of light industry transformation and upgrading.(2)The "Five Driving Forces" system of intellectual property and the "G-CPU" driving paradigm are onstructed.Combined with the core idea of system management theory,this paper discusses and constructs the "Five Driving Forces"(5Fs)system of intellectual property rights for the transformation and upgrading of China’s light industry,which includes five aspects:strategic management ability,creative development ability,collaborative operation ability,financial service ability and legal protection ability.Based on the Triple helix theory,this paper introduced the factors of science and technology platform(such as industry cluster,characteristic region,industry association,patent alliance,etc.)into the traditional“industry university research" innovation system,and designs the Four Helix Driving Paradigm of intellectual property for the transformation and upgrading of light industry;from the macro,meso and micro levels,as well as the government,science and technology platform,enterprise,and high-tech From the perspective of the four main bodies of the University,focusing on the five dimensions of intellectual property strategic ability,intellectual property creation ability,intellectual property operation ability,intellectual property financial service ability and intellectual property protection ability,and introducing advanced concepts such as"patent map","patent navigation" and "high value patent training",this paper puts forward the intellectual property driving path for the transformation and upgrading of China light industry "Policy Mix".The research shows that the "G-CPU" driving paradigm is an effective way and key link for the transformation and upgrading of light industry.(3)It explored and established the evaluation index system of intellectual property contribution and innovation ability of light industry.In order to further explain the mechanism and contribution of intellectual property to light industry transformation and upgrading,as well as the evaluation of light industry innovation ability based on intellectual property,this paper explored and constructed the evaluation index system of light industry intellectual property innovation ability,and made an empirical analysis of light industry universities.Among them,Cobb Douglas production function is used to model and analyze the development of China’s light industry,calculate the output coefficients of fixed capital input,labor input and intellectual property input of China’s light industry,and further calculate the contribution rate of intellectual property input to China’s light industry economic growth by Solow’s residual value method;based on economic theory,qualitative description will be made.Combined with quantitative analysis,through the standardized processing of patent data,the evaluation system of innovation ability of light industry intellectual property was established.Taking eight light industry universities such as Jiangnan University and Shaanxi University of science and technology as samples,the patent information data from 2006 to 2018 were selected from four first-class indicators,including the quantity,quality,strength and potential of intellectual property,and 20 second-class indicators.And it evaluaed the innovation ability of light industry intellectual property,and mastered the innovation ability and its influence of Light Industry Universities.The research shows that intellectual property investment plays an important role in the economic development of light industry.We must further strengthen intellectual property investment to promote the transformation and upgrading of China light industry.To sum up,this paper systematically studied the driving force of the transformation and upgrading of China’s light industry under the background of intellectual property innovation.It not only systematically analyzed the policy development and work effect of the transformation and upgrading of China’s light industry,but also the first time that the development status and structure of intellectual property rights in it have been retrieved and analyzed in a macro,systematic and specific way,with the "Patent-Map" theory and method.And the contribution rate of intellectual property investment to the economic growth of China’s light industry is calculated by Solow residual method.The evaluation index system of intellectual property innovation ability of light industry is constructed and it explored the "five driving forces"of intellectual property to promote the transformation and upgrading of China’s light industry.This paper puts forward the "five driving forces"of intellectual property to promote the transformation and upgrading of China’s light industry,and constructs a "four helix" model,which provides more operational countermeasures and decision-making reference for the transformation and upgrading of China’s light industry.
