In the past 40 years,the long-standing extensive development mode in China has brought the high speed development of China's economic while caused increasing serious problems of energy shortage and environmental pollution.China's energy consumption and unreasonable energy structure has become an important bottleneck restricting the sustainable development of China's economy and society.It is required to improve economic benefit and control the environment negative externalities of unit energy consumption by ensuring social and economic development for the perspective of efficiency.Therefore,the energy efficiency which include energy consumption efficiency and energy environmental efficiency based on input-output theory is considered as a key path to solve the energy crisis and environmental problems in China.As a classical non-parametric performance evaluation tool,Data Envelopment Analysis(DEA)is used as a major way of energy efficiency calculation in this paper.The present paper inserts zero gain,peer-evaluate mode and limited preparation approaches into DEA model for providing accurate efficiency results.Based on the empirical study of energy efficiency evaluation and management in China,this paper also provides some policy suggestions to solve the energy and environmental problems in China.The major contributions of this paper should be listed as the following aspects:(1)In energy consumption section,we introduce fixed sum gain model into DEA approach for describing the regulation factors of energy and environment in real-world,in which energy input and pollution emission right are regarded as two key input resources.Then,an efficiency basic re-allocation model is constructed for improving regional energy and environmental efficiency in China.(2)This paper utilizes peer-evaluate mode to enhance the capability of models,which also resolve the problem of undesirable output calculation in cross-efficiency DEA model.Besides,we also construct a second order programming of minimizing the ranking order to provide the unique cross-efficiency score for each DMU.(3)For each energy consumption unit,we consider the impact of its macro management strategy in dynamic efficiency scores evaluation of energy efficiency.To realize it,we insert limited preparation time hypothesis according to the different decision-maker's macro management strategies into dynamic SBM(slack based measure)for measuring accurate dynamic efficiency scores.(4)This paper constructs a full perspective energy efficiency analysis system based on the self-evaluate and peer-evaluate mode,and insert macro management strategy factors such as environmental regulation and operation strategy to analyze the energy efficiency of individual thermal power plants.The results of this paper can guide the actual production activities in various fields related to energy and environment,and then provide specific policy recommendations for managers.The innovation of this paper can be summarized as following:(1)The presented paper use self-evaluate and peer-evaluate modes to provide more objective energy efficiency results.(2)In this study,empirical analysis and non-parametric approach are used together.Based on DEA model method,a series of innovative environmental efficiency evaluation models are constructed,which is a useful supplement to the existing energy efficiency evaluation methods.(3)From the perspective of efficiency,this paper considers many important areas closely related to energy consumption,such as energy consumption supply chain,energy input constraints,business strategies for improving the energy efficiency evaluation system.
