What government purchase public sports services to non profit organizations is the mainly supply mode of public sports service at home and abroad.It is an innovative service supply of government,non profit organization and market coordination.In this paper,according to the principle of materialist dialectics,it uses research methods such as literature method,comparative analysis method,interview method,case analysis method and so on,it stematically expound about the theoretical origin of the government purchasing public sports service to the non profit sports organizations in China;The logic of government purchasing public sports services to non profit organizations;the experience of government purchasing public sports service in British,American,German and other developed countries;the present situation of government purchasing public sports services to non profit organizations in china;the control measures of government purchasing public sports services to non profit organizations;and the risk analysis and prevention of government purchasing public sports services to non profit organizations and so on.From the interpretation of the concept of the government purchasing public sports services,and then explore the connotation of public sports service purchasing and its theoretical premise.Research shows that government purchasing public sports service is the premise of phase separation in the production and supply of public sports service,sports departments at all levels of government according to the demand of mass sports,choosing sports service supply content,in the supply process,the government is not their own production,but through the market mechanism to choose sports organizations,institutions,enterprises and other services as a producer,and paying the funds according to the quality and effect of the producer's production,so as to complete the supply of public sports service.The theoretical premise of the formation of the public sports service purchasing is the development of the "government-market-Civil Society" three elements sports service management model;providing public sports service is the government's basic public functions;There is market in the field of public sports service and market mechanism can be introduced into the market.Government purchase public sports services to non profit organizations is not only the orientation of the new public management theory,new public service theory,governance theory and third party governance theory development,and is based on the organizational attributes of the non-profit public organizations,and with the non-profit organization continues to grow,the contribution to society has become increasingly prominent;but because non-profit organization as a main body of purchasing has important political value,economic value and social value.Through systematicly analysis Of Britain,the United States,Germany three countries government purchasing public sports service.It is concluded that the British government purchasing public sports services has experienced three stages:the "mandatory bidding","best value" and "big society",the purchasing characteristics mainly have to emphasize the purchasing law and system completly,adequate financial security,improve the purchasing procedures and scientific contract management and supervision.The United States government purchase of public sports service experienced two stages of "privatization" and "reinventing government movement",purchasing characteristics mainly is to establish perfect public sports service purchase law and system,a non-profit sports organizations is the main object of the purchase,system purchasing operation mechanism,complete supervision mechanism and stage performance evaluation.The German government is based on the influence of the traditional "mass organization",the religious foundation and the social market economy.The public service of sports in Germany is mainly undertaken by various kinds of social sports organizations such as sports associations and clubs,and the government is legally guaranteed the high degree of autonomy of these organizations.The main experience of developed country governments to purchase the public sports service:to develop the system of public sports service for the purchase of regulations and policies;make a sound purchase mechanism;to non profit organizations as the main object of purchase;sound supervision and evaluation mechanism.Based on investigation and analysis of purchasing practice Beijing in Shanghai,Guangdong,Hunan,Jiangsu Changzhou,Anhui Wuhu City and so on,at present,there are mainly four purchasing ways such as outsourcing contract,project application,direct subsidy and voucher system in the public sports service purchasing of our country government,In service purchase mode,the mode of government purchasing public sports service to non-profit organizations is generally used is non competitive commissioned purchasing.Due to the Chinese government purchasing public sports service to the non-profit organizations is still in the exploratory stage,under the current social and political environment,our country all levels of government purchasing public sports service mainly exists the following several aspects of the problem:lack of a sound legal and institutional system for the purchase of public sports services;lack of market supply,of the the main purchase of "Internalization";purchase procedures are relatively low degree of standardization;purchasing performance evaluation system is not perfect;buy content standardization is low,lack of performance evaluation.Aiming at the problems existing in China's government to purchase public sports services to non profit organizations,it explores measures taken by the government for the purchase of public sports services mainly from the five aspects of the system of government purchasing public sports services the buyer,the main body of undertaking,purchasing market,Purchasing operation mechanism and the purchase of accountability.it Re orientation of government functions,change the mode of administration;strengthen the cultivation of the non profit organization through legislation,funding,skills training;constructing the competition mechanism,information transmission mechanism and price mechanism of purchasing market;improve the operating mechanism of the construction of public sports service purchase and supervision,performance evaluation and accountability.At present,Due to the development of public sports service market is not mature in China,The characteristics of public sports service itself and their own limitations of the two sides of supply and production,especially sports non profit organization is not only a small number,and most of them were dependent on government,service ability is weak.The internal and external environment of poor service purchase will create a degree of uncertainty to the government purchasing public sports service system implementation.So,there still exists some risks in the process of purchasing public sports services from the government to the non profit organizations,which are the deviation of government sports function,the lack of public ethics in Nonprofit Organizations,opportunism,Increased cost of purchase and non-profit organization is embedded and so on,in order to overcome these risks,we should improve the laws and regulations of the government purchasing public sports services,advocate the public spirit of the supply of public sports service,implement of public responsibility,improving the administrative ability of the government sports departments,and strengthen the autonomy of the non profit organization construction.
