The growth of agricultural total factor productivity is conducive to high-quality and sustainable development of agricultural production.This paper focuses on the study of agricultural total factor productivity in Ningxia under the background of ecological civilization construction,and explores the impact of ecological civilization construction on agricultural production.Firstly,the paper reviews the relative studies on agricultural total factor productivity and ecological civilization construction,and sorts out the previous theories of ecological civilization construction.According to the spatial governance requirements,it is proposed that the development pattern of industrialization and urbanization influences the achivement of ecological civilization construction.Therefore,the paper works on the impacts of ecological civilization construction on agricultural total factor productivity incorporate with industrialization and urbanization.Secondly,the paper works on the empirical study of agricultural total factor productivity in Ningxia.In terms of research methods,the paper measures agricultural total factor productivity index,technical progress and technical efficiency index in Ningxia between 2007-2017,using DEA-Malmquist index method.Following by using Statal3.1 to test the regional difference,convergence and spatial correlation of agricultural total factor productivity.Using Geoda first-order Rook to establish a weight matrix to further analyze the spatial distribution.Finally,the paper employs Solow’s model to build up two-sector production model of agriculture and ecology,and the linear regression and threshold regression methods of panel data are adopted to test the effects of labor and capital inputs,industrialization and urbanization on agricultural total factor productivity.At the last part,the study establishes the model theory,using the division of labor theory simulates the evolution of industrialization and urbanization,and concluded that industrialization could provide advanced production technology and tools for agricultural production,expand the scale of roundabout production,and could effectively save the labor cost.Industrialization with the characteristics of high organizing,specializing and scale up in operating,could be benefit for agricultural production theory and improve production efficiency.Meanwhile,coming along with the industrialization,urbanization impelled rural surplus labor force to non-agricultural sectors,which could improve the efficiency of agricultural resources allocation,as well as introduce the advanced technology,products and knowledge to rural areas and for agriculture production.Also it is conducive to form the rural human capital pool,and improve the technical level.However,when the process of urbanization does not match the structure of industrialization and agricultural modernization,the occupied farmland,rural labor force and capital by urbanization will reduce agricultural total factor productivity.The study also use esternality theories to explain how the ecological civilization construction solve the difficulties between agricultural production and environmental pollution.According to the above study,we find the following results:1.Ningxia’s agricultural total factor productivity increased by 4%annually during the year of 2007-2017.But the growth rate decreases by the year.Technological progress is the decisive factor and consistent with TFP growth trends.2.The agricultural total factor productivity shows obvious regional heterogeneity,and the regional differences are mainly concentrated in the central region with relatively intensive labor force,which indicates that the resource allocation in this region is relatively unreasonable.3.The growth rate of total factor productivity in the northern,central and southern regions of Ningxia divided by different terrain and ecological conditions is gradually converging,and the convergence rates of absolute convergence,conditional convergence and club convergence are-0.06211,-0.0721 and-0.06287 respectively.4.From 2007 to 2017,agricultural total factor productivity only in 2017 had spatial correlation,while the agricultural technology progress index from 2008 to 2017 has significant spatial correlation.5.The uncoordinated development of industrialization and urbanization has a negative effect on total factor productivity of agriculture in Ningxia.The labor force input in ecological civilization construction has a significant negative effect,but the capital input has a significant positive effect.Finally,the paper proposes to promote agricultural total factor productivity in Ningxia from two aspects.First,we should increase the investment in technology and research to improve the level of science and technology.Meanwhile,we could facilitate the interaction of technology,talents and capital between regions,make sure the northern regions exhibit the positive spillover and scale effect,and restrain the negative spillover effect of the central region.Also,we should improve agricultural technical efficiency from the aspects of education,resource allocation,scale economy,capital,resources and environment.Second,we could adjust the investment structure of human resource in ecological civilization construction,and increase the capital investment.Moreover,we should coordinate the relationship between industrialization,urbanization and agricultural production,and reduce the negative effects of industrialization and urbanization on agricultural total factor productivity.
