residents.Therefore,in the context of the new economic normality and the downturn,local governments need to consider how to effectively control environmental policies while reducing industrial pollution,reduce environmental pollution,save energy and reduce emissions,improve environmental quality,and promote social welfare.If we want to achieve sustainable economic and environmental development while promoting social welfare,we must deal with the relationship between"economic-environment-social welfare" so as to improve economic quality while taking into account economic environmental policy formulation and implementation is an important choice for China to achieve environmental pollution control,improve regional ecological efficiency,and promote social welfare.Based on this,this paper focuses on the impact mechanism of environmental policies,industrial structure transformation and upgrading,and ecological welfare performance,and finally verifies them through theory and empirical research,with a view to providing reference values with academic value for China’s sustainable economic,environmental,and social welfare development..This paper mainly studies the relationship between environmental policy,industrial structure upgrade and ecological welfare performance.Understanding the transmission mechanism of the relationship between environmental policy,industrial structure upgrade,and ecological welfare performance is one of the foundations of this study.The questions answered in the main empirical part of this article are as follows:What are the dilemmas of environmental policy implementation and how to solve them How does the implementation of environmental policy affect the regional industrial structure?How do different environmental policies affect the upgrading of the industrial structure?How is regional ecological welfare performance measured and how are regional differences manifested?How does the upgrading of industrial structure under the constraints of environmental policies affect the performance of ecological welfare?Does ecological welfare performance and environmental policy have a significant repressive mechanism for the upgrading of industrial structure?In order to explore the above issues in depth,this paper constructs mathematical methods in the theoretical research process.First,it constructs an environmental policy and ecological welfare performance model based on environmental pollution and public health,and an industrial structure upgrade and ecological welfare performance model based on the technological progress selection model.And focus on analyzing the transmission effect of environmental policy to clarify the transmission mechanism of environmental policy,industrial structure upgrade and ecological welfare performance.Secondly,we construct the mediating effect model and threshold effect model of environmental policy on the upgrading of industrial structure,and empirically test the impact of environmental policy on the upgrading of industrial structure.Finally,it explores the relationship between environmental policy,industrial structure upgrade and ecological welfare performance,and analyzes the transfer role of industrial structure upgrade in the impact of environmental policy on ecological welfare performance.Based on this,this paper uses systematic theoretical and empirical analysis and also uses relevant provincial panel data to establish a dynamic model,mediation effect,threshold effect,and simultaneous equation model to test the existence possibility hypothesis,in order to get the research conclusions of academic value,and then the related policy suggestions are put forward.The main research conclusions show as follow:Firstly,the theoretical and empirical analysis of the industrial structure upgrade under the background of environmental policy constraints has a significant effect on the improvement of overall environmental quality.Environmental policy guides enterprises to reduce pollution,increase production efficiency,improve environmental quality,and improve ecological welfare performance through the role of market demand and enterprise production and supply in industrial transformation and upgrading.At the same time,with the improvement of ecological welfare performance,higher requirements and standards will be put forward for strengthening the formulation and implementation of environmental policies and the transformation and upgrading of enterprises.Through practical experience analysis of the effects of environmental policy implementation,industrial economic development,and ecological welfare performance,it is found that,on the one hand,China’s three industrial structures continue to evolve towards rationalization and advanced levels.On the other hand,from the perspective of the impact of the industrial structure upgrade process on environmental quality,China’s environmental pollution situation such as air pollution,water pollution,and solid waste pollution is still severe.In addition,the ecological welfare performance across the country shows obvious spatial differences,showing the distribution characteristics of"high in the east and low in the west".Secondly,incentives and compatible institutional arrangements help local environmental policy implementation difficulties move towards collective action.Through positive and negative incentives to encourage effective cooperation can help the country due to lack of environmental policies resulting from the implementation of incentive deviation is corrected,prompting policy implementation by the dilemma of collective action to collective action.Economic incentives,political incentives,social incentives and other diversified incentive system arrangements are conducive to the effective implementation of environmental policies.Thirdly,the industrial structure effects of different environmental policies work through intermediary effects.The impact of different environmental policies on the industrial structure is different.At the same time,different intermediary variables within the intermediary effect will also cause environmental policies to have different intermediary effects on the upgrading of the industrial structure.Through the test of intermediary effects,we can know that the impact of industrial structure upgrade effects on environmental quality under different environmental policy backgrounds also has obvious differences.In addition,the effect of upgrading industrial structure under environmental policy constraints has also been affected by the"threshold effect".When environmental policy is taken as the threshold variable,the impact of environmental policy on the rationalization of the industrial structure shows obvious differences in degree and difference in impact direction.At the same time,under the action of different threshold variables,the impact of environmental policies on the upgrading of industrial structure also has different effects.Under the significant effect of the threshold effect,industrial structure upgrades are also affected by control variables such as urbanization,population education,regional income levels,and fiscal decentralization.Environmental policy background,the upgrading of industrial structure has a significant negative impact on ecological welfare performance.Environmental policies have a significant negative effect on the upgrading of the industrial structure.The negative effect of environmental policies on ecological welfare performance is not statistically significant.At the same time,the negative effects of industrial structure upgrade and ecological welfare performance are obvious.Eco-welfare performance exerts different directions on the inverse mechanism of environmental policy intensity and industrial structure upgrade.Under the influence of control variables,ecological welfare performance plays a positive and positive role in the intensity of environmental policies.However,the impact of ecological welfare performance on the upgrading of industrial structure is negative.Finally,in order to explore the mutual mechanism of the relationship between environmental policy,industrial structure upgrade,and ecological welfare performance,the national sample period was divided into three regions:east,central,and western regions,and further empirical tests revealed the relationship between the three:First of all,in the eastern,central and western regions,the negative relationship between the intensity of environmental policies and the upgrading of industrial structure.Secondly,the interaction between the upgrading of the industrial structure and the performance of regional ecological welfare shows a positive and positive effect,but in the central and western regions,this positive and positive effect is significantly weakened.Finally,the relationship between the strength of environmental policy and the performance of ecological welfare is also different in different regions.Therefore,we should fully consider the regional differences to formulate different environmental policies,guide the adjustment of the local industrial structure,and thereby improve local ecological welfare.In the course of future economic development,China not only needs to continue to create more economic dividends,but also needs to create environmental dividends while improving public health and improving regional ecological welfare performance.Reasonable and strict environmental policies can effectively promote the upgrading of industrial structure,promote economic growth,and improve ecological welfare performance.The theoretical foundation and practice of environmental protection prove that coordinating the relationship between environmental policies,industrial structure upgrades and ecological welfare performance has become a new standard for the creation of the "clean water and green mountains are golden and silver hills" Based on the research conclusions of this paper,the following policy suggestions are provided to improve the environment and promote economic growth:First,strengthen environmental policies and strengthen innovations in environmental policies.Innovating and integrating China’s environmental policy system based on the principles of saving resources,improving production efficiency and sustainable development is a new direction for China’s future environmental policy reform and innovation.Second,pay attention to regional differences in ecological environment and formulate reasonable environmental policies.Formulating a reasonable and strict environmental policy according to the specific economic development of each region is an important way to promote the transformation and upgrading of the industrial structure and improve the level of ecological welfare performance in the region.Third,give full play to the advantages of environmental policies and promote the transformation and upgrading of the industrial structure.Government departments should formulate reasonable industrial policies according to their ecological environment conditions and industrial development needs.Local governments should adapt to local conditions and select high-tech industries as the leading industries to accelerate the development of strategic emerging industries such as artificial intelligence,new energy,modern equipment manufacturing,energy conservation and environmental protection,biology,and green food.Natural ecological conditions,vigorously develop the clean service industry represented by tourism and cultural and creative industries,gradually optimize and improve the transformation and upgrading of industrial structure,and promote the green and healthy development of economy and society.Fourth,mobilize the public to participate in environmental protection actions and provide assistance to improve ecological welfare performance.Strengthening the implementation of environmental policies requires the full mobilization of public participation to guide them to exert the greatest positive external effects in environmental protection.In addition,as social forces such as third-party public interest organizations and non-profit environmental protection organizations
