The Impact Of China’s Outward Foreign Direct Investment On Home Country’s Ecological Welfare Performance

Improving the performance of ecological welfare is an important way to realize the sustainable development of our country.The 14 th five-year plan calls for “Opening up to the outside world at a high level”,“Raising the level of international two-way investment”,“Improving people’s well-being and realizing their aspirations for a better life”.Outward foreign direct investment,as an important part of China’s implementation of a high level of foreign opening,is an important factor affecting the country’s ecological welfare performance.Therefore,under the dual background of advocating high-level opening-up and sustainable development,studying the impact of Chinese OFDI on the ecological welfare performance of home countries can provide a reference for decision making to improve China’s ecological welfare performance and promote sustainable development through improving the level of OFDI.On the basis of existing research,this paper constructs a theoretical analytical framework for Chinese OFDI to affect the ecological welfare performance of the home country,and empirically investigates the impact of Chinese OFDI on the ecological welfare performance of the home country using provincial panel data in China from2004 to 2019.The main conclusions are as follows:(1)There are regional differences in the trends in the distribution and ecological welfare performance of Chinese OFDI.From the distribution of China’s OFDI,China’s OFDI is mostly concentrated in the economically developed coastal areas;The trend of ecological welfare performance in China shows that the ecological welfare performance of coastal areas is higher than that of inland areas in the early stage,and the ecological welfare performance of inland areas is catching up and surpassing coastal areas in the late stage.(2)From the national sample,China’s OFDI significantly promotes the improvement of the ecological welfare performance of the home country.Further research detects that the impact of China ’s OFDI on the ecological welfare performance of the home country is heterogeneous.Regionally,China’s OFDI can only promote the ecological welfare performance of coastal areas.In terms of tertiary industry development,China’s outward foreign direct investment positively affects the ecological welfare performance of tertiary industry developed regions.In terms of the level of financial development,the improvement of ecological welfare performance promoted by China’s outward FDI is only reflected in areas with high financial development level.In terms of marketization level,China’s OFDI significantly improves the ecological welfare performance of the regions with high marketization level.(3)From the intermediary mechanism,China’s outward foreign direct investment can indirectly affect China’s ecological welfare performance through green technology innovation and industrial structure upgrading.In terms of the effect of green technology innovation,China’s outward foreign direct investment has improved China’s green technology innovation level and thus promoted its ecological welfare performance;In terms of industrial structure upgrading,China’s outward foreign direct investment improves its ecological welfare performance by improving the upgrading level of China’s industrial structure.Based on the research conclusions above,we put forward some suggestions:further optimize China’s outward foreign direct investment structure,formulate differentiated China’s outward foreign direct investment plans,further improve China’s green technology innovation system,accelerate the advancement of China’s industrial structure and give full play to China’s environmental regulation policy advantages.The innovation of this dissertation are as follows: the first is to establish a theoretical analysis framework of China’s OFDI impact on the ecological welfare performance of the home country;The second is to empirically test the impact of China’s OFDI on the ecological welfare performance.
