Research On Road Traffic Safety Culture Construction And Evaluation

After the Chernobyl nuclear leakage accident in 1986,"safety culture" was proposed for the first time,and quickly became one of the hotspot in the field of domestic and international security scientific research.Then "safety culture" researches quickly started from the nuclear industry to other industry.In recent years,because of the severe road traffic security situation in China,China has become one of the countries with the largest number of deaths caused by road traffic accidents in the world for many years.In all kinds of traffic accidents,road traffic accidents accounted for about 80%.Road traffic safety has become a major problem threatening people’s lives and property.However,the existing traffic safety management means such as administrative management and technical management means all have limitations.Now,road traffic safety culture has become an important means of road traffic safety management.Researching the concept and connotation of road traffic safety culture,analyzing the mechanism of road traffic accidents,the mechanism of road traffic safety culture on road traffic safety and the mechanism of road traffic safety culture construction on road traffic safety,constructing the evaluation system of road traffic safety culture,Choosing appropriate method to evaluate the level of road traffic safety culture construction,all above problems are needed to be solved at present.Researching road traffic safety culture construction system and construction path is conducive to better construct road traffic safety culture for the relevant departments,which helps to raise the safety awareness of all road traffic participants,improve road traffic environment.Constructing road traffic safety evaluation index system and evaluation method provides theoretical guidance to the evaluation of road traffic safety culture construction level,which has great significance to the safety culture construction.The main contents and conclusions of this paper are as follows:Frist,combined with the basic characteristics of the road traffic safety management,the definition and connotation of safety culture and safety culture construction are using for reference,putting forward the definition and connotation of road traffic safety culture and road traffic safety culture construction.Second,based on the analysis and summarization of domestic and foreign road traffic accident happening mechanism researches,comprehensively analyzing the happening mechanism of road traffic accident.From the four aspects,namely value culture,behavior culture,system culture and physical culture,analyzing the impact of road traffic safety culture on human,vehicle,road and environment.Then explaining the influence mechanism of road traffic safety culture on road traffic safety,road traffic safety culture construction on road traffic safety.Third,setting up road traffic safety culture construction system from the five aspects including road traffic law enforcement culture,road traffic engineering and technology culture,road traffic environment culture,road traffic education culture and road traffic emergency culture,namely "5E" framework.Grasping the key points and direction of road traffic safety culture construction.Fourth,regarding “5G” namely the governance concept,management subject,management object,management means and management effect as caters,researching the path of the road traffic safety culture construction,making clear the methods and means of road traffic safety culture construction.Fifth,proposing road traffic safety culture evaluation index system.Constructing road traffic safety culture construction level evaluation model based on SEM.And taking Hubei province road traffic safety culture construction project for example,through case analysis and evaluation,putting forward related countermeasures.
