The underground project of rail transit passes through the central urban area,mostly under the busy roads,with large construction investment,complex construction technology,long construction period,complex surrounding environment,various building materials and construction equipment,involving a large number of professional types of work and personnel.Therefore,a large number of potential risk factors in the construction process should be managed as reasonably as possible It is feasible to reduce the risk loss to a reasonable and acceptable level.If the stratum deformation caused by geological reasons or construction control exceeds the design specifications,it will cause tunnel collapse,subgrade subsidence,pavement and building cracking,which will not only disturb the existing buildings,but also affect the traffic safety of municipal roads.During the construction period,the setting of safety facilities such as safety fence,water horse,cone bucket,etc.takes up the existing road resources,making the road surface narrower,the driving sight distance shorter,the traffic safety facilities such as road signal lights can not be used normally,the existing road signs and markings change,all kinds of vehicles and pedestrians mix,etc.,which to some extent cause local traffic chaos,affect the road capacity,and increase The risk of vehicle and pedestrian travel.In this paper,first of all,the risk of subway tunnel construction at home and abroad,the dynamic impact of the environment and other Development Research Status Analysis and collation,combined with the existing subway status assessment,this paper discusses the risk of ground deformation caused by subway tunnel crossing construction and its main influencing factors,as well as its influence on traffic safety of municipal roads,the safety risk of tunnel crossing is divided into its own safety risk during tunnel construction and the driving safety risk of the existing road in the affected area.Then,through a specific analysis of the risks caused by metro tunnels crossing municipal roads to the traffic safety and personnel safety of the existing roads,as well as the changes in road capacity,combined with the actual situation,the protection scheme and the suggestions and measures to protect the road safe driving are put forward.Then the evaluation results of the characteristics of road traffic flow and road capacity are formed before and after the subway tunnel traffic construction.The case study shows that the subway construction inevitably takes up road resources,so that the road capacity has a great degree of decline,a great impact on the scope of construction impact of the road service level,if we do not take timely effective solutions,will greatly affect the city’s traffic and urban people’s travel,to the vehicle driving and travel safety risks of the public.According to the particularity of the subway project construction,in the construction safety and the existing road traffic safety aspect,this article proposed the concrete solution method from the technical and the management two aspects,and proposed the five-step work management method,that is to set goals,develop programs,training publicity,supervision of Implementation,accountability,and stressed the importance of contingency plans and exercises.
