| From the perspective of government management,the paper carries on the study on the regulation of cultural and creative industries in Shanghai under the integration model.After raising problems in three aspects,that is,how to implement the cultural integration,how to deal with the new circumstances of governmental cultural regulation and how to bring about the aim of cultural system reform,the paper focuses on the relationship between the government and the market to achieve the optimal or suboptimal resource allocation,based on the ideology and industrial attributes in cultural and creative industries.The main contents of the paper include four parts,the core judgment,the basic ideas,the practical analysis and the conclusion.The paper states clearly that the regulation of cultural and creative industries isn’t an economic regulation or social one simply and isolated,even not “the third regulation”,instead,it is an integrated regulation to solve some complex issues from the perspective of regulation economics.Also,along these lines,the paper proposes that inherent thinking of the functional division of cultural undertakings and industry should be changed,then to adopt the management mode of the integration of cultural undertakings and industry correspondingly.Compared Classification of culture and related industries(2012)with Classification of cultural and creative industries in Shanghai(2013),the paper puts forward a hierarchical management idea of cultural and creative services industries that located with 2D coordinates on the 10 large categories and 28 middle categories in cultural and creative industries according to the intensity of the ideology and industrial attributes.Then the paper introduces the Jean-Jacques Laffont and Jean Tirole incentive regulation theory model to apply in the cultural and creative industries.In fact,the paper tries to establish a contract relationship between the government and enterprises,only considering factors of efficiency level and effort level which leads to information asymmetry,without changing the existing model variables in Laffont and Tirole incentive regulation theory model.This paper analyzes 9 representative institutions and business types of cultural and creative industries in Shanghai,eg.The Paper.cn,China Business Network(CBN),Mercedes-Benz Arena,Giant Interactive Group and Shanghai Library(Institute of Scientific and Technical Information of Shanghai),etc.Empirical studies focus on the integration of business types and the way of government regulation.Finally,the paper puts forward that it should construct an incentive regulation model of cultural and creative industries in Shanghai based on integration.The government regulation in cultural and creative industries should adhere to “cultural exception” and maintain the restrictive policies.At the same time,the government should increase some incentive policies appropriately.So the overall idea of government regulation of cultural and creative industries reflects the way of combination deregulation and regulation. |
