Social stability is not only the necessary condition for normal social life, but the basis forsocial advancement and development. Comrade Deng Xiaoping commented that withoutstable environment, nothing can be achieved while what we do have achieved would be lost.With more than3o years of opening-up and economic reform, China has achieved theeconomic miracle, while at the same time, people's standard of living has been greatlyimproved. In the process of our reform and development, the CCP and the government stickto the principle of social stability before all other missions, which has come to be viewed asone of the basic experiences in our socialist construction. However, with the deepening of theprocess of opening up and reform, esp. with the quickening of our social transformation, oursocial structure has undergone significant change. With the rearrangement of the interestpattern, factors having direct or indirect bearing on social stability multiply, which causesseries of social problems and conflicts and threatens more than ever our social stability. Howto grasp the overall situation and trend of our social stability, how to exact the relevant factorswhich influence social stability and their effects, how to effectively and soundly resolve theseconflicts and problems, how to prevent the accumulation and break-out of the risks of socialstability, all these are the major concerns of this paper.This papers starts with the exploration of the conception of social stability. From thefounding of the PRC, our conceptions of social stability have undergone many evolutions andchanges. Efforts have been made in this paper to explore these evolutions and construct a newconception of social stability with our exploration on the content, characteristics andlimitations of the previous ones as a basis. The systematic exploration enables us to obtainsome insight into the maintenance of social stability. Under the guidance of our historicalexperiences and this new conception of social stability, we formulate a model for theevaluation of social stability. This model integrates qualitative as well as quantitative analyses.With its help, a comprehensive analysis of the relevant factors which bears upon socialstability has been performed and a criteria system of it established then. Under the help of thismodel and the criteria system, we have found four core factors and three risks. Accordingly,scientific and effective preventive measures have been put forward.This paper consists of three parts, namely, the introduction, the main body and theconclusion.The introduction dwells upon the reasons for the choice of this topic, the significance ofthis research, literature review, research design, research emphasis and difficulty, researchmethodology and expected innovations and defects.Chapter one is about the evolution of our conceptions of social stability since thefounding of the PRC. With the summary of the results and understandings of social stabilityand practices, we elaborate the limitations of the traditional concept of social stability.Chapter two worked on the new conception of social stability, which provide theoreticaland practical guidance for sound understanding of the nature of social stability and the present situation, and right criteria for the formulation of the evaluation model.Chapter three centers on the theoretical basis, method and principle of the construction ofthe evaluation model of social stability. With these as a basis, a criteria system has beenconstructed from political, economic, cultural, social as well we ecological perspectives. Thecalculation and analysis followed help to pin down the core factors and risks concerning oursocial stability.Chapter four concentrates on the actual application of this evaluation model. The fourcore factors include factors concerning political development, income distribution, publicorder and environment; while the three risks are the duality between towns and countryside,socio-psychological factors and social security factors. Attention has been attached to thedevelopment trend of the risks concerning social stability as well as their preventivemeasures.Chapter five concerns itself with the five mechanisms for the prevention of socialinstabilities, namely the mechanisms concerning social management, those of incomedistribution, of social security, of social mentality as well as of ecological society. With thecomprehensive cooperation of these mechanisms, the accumulation and break out of socialinstabilities can be effectively prevented, to the effect that they would be resolved at their verybeginnings.
