Policy Investigation On Sino-foreign Cooperative Education In Higher Education In Jiangsu Province

With the development of higher education reform since the opening up, China has built up the diverse higher education system in the form of public higher education, private higher education and Chinese-foreign cooperative higher education. Meeting the diversity and individuality of higher education demand, Chinese-foreign cooperative higher education that is complementary supply has formed the scale. Jiangsu Province is the developed region in the east coast. Jiangsu Province has got great achievement in the opening up of education and Chinese-foreign cooperative education takes the lead nationwide. This study analyzes Chinese-foreign cooperative higher education of Jiangsu Province at the macro, moderate and micro aspects. Firstly the dissertation analyzes national policies of Chinese-foreign cooperative education and their characters. Secondly the dissertation studies the development of Chinese-foreign cooperative higher education in Jiangsu Province according to the historical context. Thirdly the dissertation analyzes the operation mechanism and status of development of Chinese-foreign cooperative higher education in Jiangsu Province on the basis of case study. The study follows the analysis logic from national level, regional level to institutional level. The study is the multi-angle "policy study" The macro study focuses on the policy changes in the different periods and national policy innovation. Moderate and micro study focuses on the polices in the different periods, the relation between national policies and regional policies, the history, characters and stack-holders of the institutes and programs in the case study. This dissertation covers the study of policy formulation, policy implementation and policy effects with the emphasis on the policy implementation. On the basis of the comprehensive analysis, the dissertation points out the problems and puts forward the policy suggestions in the terms of feasibility and operability.
