In the new situation of accelerating and expanding the opening up of education to the outside world,to promote the internationalization of higher education in China requires both "inviting in" and "going out." Running schools(Projects)overseas of universities and colleges(RSPOUC)is an important way to achieve "going out".How to make colleges and universities run overseas is a matter of common concern to higher education theory and practice.A survey of overseas schools(projects)in China's universities shows that 35.71%of overseas schools(projects)are interrupted for some reason.Foreign data show that overseas branches of some countries have also closed down.The sustainable development of overseas education of universities involves the linkage and operation of many factors such as the integration of internal resources of universities,the establishment of relationships between universities and cooperative institutions,and the interaction between universities and external complex environments.This study focuses on the operating mechanism,attempts to explore the influencing factors and operating mechanisms unique to RSPOUC,and constructs the operating mechanism model of RSPOUC.Based on the recognition that the main body of running a school is the logical starting point,the mode of running a school is the key,and the environment of running a school is the guarantee,this paper proposes a three-element analysis framework of the overseas school system of running a university:"running body-running mode-running environment".Using qualitative research methods to interview 36 teachers and students(managers,expatriate teachers,overseas students,and experts)from 15 universities and colleges that running schools(Projects)overseas;based on the theory of the motivation for internationalization of higher education,the theory of cross-border higher education,and the theory of institutional distance,Conduct empirical research and theoretical analysis on the status quo and problems of the main bodies,modes,and environments of running schools abroad;compare RSPOUC in the United States,the United Kingdom,Japan,and India.Through the above studies,the in-depth analysis of the influencing factors and operating mechanism of RSPOUC.This research is carried out from the following aspects:Chapter 1,Introduction,put forward research questions,objects,objectives and meanings,summarize the research results of previous studies,and clarify the theoretical basis and analysis framework of this research,and explain the research ideas and research methods And data sources,and clarify related concepts;Chapter 2 analyzes the main bodies of RSPOUC.By analyzing the development stages of overseas schools(Projects),the motivations for running schools(Projects)at different levels,and the characteristics of internal and external double-nested schools(Projects),it is possible to understand overseas the formation logic of the symbiotic relationship between the main bodies of running schools(Projects);Chapter 3 analyzes running mode of overseas schools(Projects),first,it analyzes the core competences affecting running mode of overseas schools(Projects).Affected by the lack of core resources,running mode of overseas schools(Projects)of the university is divided into the sole parent university and the joint venture between Chinese and foreign universities.Three behavior models,such as the provision of schooling conditions,by external institutions such as companies,enterprises,and three organizational models,such as international branches campus,overseas outposts,and non-entity cross-border higher education forms;Chapter 4 analyzes running environment of overseas schools(Projects).Institutional distance,the lack of education on top governmentand the inadequacy of the establishment on the university environment,and the characteristics of the three aspects of the three aspects;Chapter 5 analyzes the United States,the United Kingdom,Japan and India,four countries abroad,the general situation of running schools,the main body,the mode of running the school and the main characteristics of the school environment,obtain inspirations for constructing the operating mechanism of overseas universities in China;Chapter 6 summarizes the research findings of this research on the basis of the results of empirical research,theoretical research and comparative research in the previous chapters,and proposes the "five-in-one"operation Mechanism and its logical relationship.The study found that in order to further improve the sustainability and stability of RSPOUC,it is necessary to focus on the seven "essential problems that need to be solved urgently":the degree of close connection between the subjects of running schools(projects)is insufficient;the lack of overall coordination among the subjects of running schools(projects)Platform;universities lose their main management rights over overseas schools(projects);passive and blind choices in teaching interface;institutional distance increases risks and obstacles to running overseas schools(projects);lack of government top-level design affects orderly and standardized development;inadequate creation of university atmosphere leads to school running Aiming at the solution of these problems in seven aspects,including capacity reduction,a“five-in-one”operating mechanism framework such as" motivation incentive mechanism,overall coordination mechanism,complementary symbiosis mechanism,environmental adaptation mechanism and safeguard supervision mechanism”has been established.The motivation mechanism adopts policy-oriented,spiritual-oriented and material-oriented measures;the overall coordination and coordination mechanism plays the role of the platform of the parent university in the implementation of human resources,implements the "university alliance",and plays the role of the government's "project system" in the coordination of financial resources.Universities and colleges actively seek out cooperation models of external institutions and play a role of government in information resource planning to build an information resource sharing platform;the complementary symbiotic mechanism emphasizes the relationship of " complementary resources,common management,and symmetrical revenue " to solve the problem of revenue distribution and management rights.Questions,through the selection principles and indicators that are constructed,the complementary symbiotic institutions that provide the highest stability of the overseas school running system can be screened;the environmental adaptation mechanism adopts measures to actively adapt to human texts,adapt to flexible organizations,and adapt to strategic changes in time;quality The guarantee mechanism implements the "four main bodies and two principles"measures to build China's quality guarantee system.This study can provide theoretical guidance for the practice of RSPOUC,provide a reference for the government to formulate policies on running schools(Projects)overseas,and promote the sustainable development of RSPOUC.
