Promoting the development of the Yangtze River Economic Belt is a major national strategy put forward by the Party Central Committee and the State Council,and it has great practical significance and far-reaching historical significance.The strategy of the Yangtze River Economic Belt is proposed in the context of both international and domestic issues.It is a major decision-making arrangement that benefits both the current and the long-term.Promoting the development of the Yangtze River Economic Belt is an important manifestation of the implementation of the "five in one" overall layout and the "four comprehensive" strategic layout.It is a model blueprint for practicing the new development concept and promoting the transformation of old and new kinetic energy.It is also important for China to rationalize the economic system and mechanism.The demonstration area provides new strategic support for coordinating national development.Under the background of the important national strategy to promote the development of the Yangtze river economic belt in the new era,this paper takes the innovative development level of the Yangtze river economy under the heterogeneous environment as the research object,and starts from the problem orientation,focusing on the mechanism of the impact of environmental heterogeneity on the innovative development level of the Yangtze river economic belt.In basic theory and on the basis of existing research,this paper analyzes the environmental heterogeneity of the Yangtze river economic belt and its space-time evolution characteristics,using subjective and objective method and TOPSIS model calculation in 2004-2016 provinces and cities along the Yangtze river economic belt innovation drive capacity situation,Tapio decoupling theory in this chapter and improve elasticity analysis of2004-2016,the Yangtze river economic belt in 108 cities innovation level and the consumption of resources to study the decoupling,aims to reveal the decoupling relationship between innovation and resource consumption pattern evolution law of space and time and the regional differences,the threshold panel model,This paper studies the relationship between the innovation-driven capacity of different cities in the Yangtze river economic belt and the influencing factors of environmental heterogeneity.(1)Evaluation of environmental heterogeneity in the Yangtze river economic belt and analysis of its spatio-temporal evolution characteristics.Respectively from two aspects of pollution and green environment,by choosing appropriate secondary indexes as influence factors to quantify regional ecological environmental heterogeneity,and the various provinces and cities along the Yangtze river economic belt current situation analysis and evaluation of ecological environment,to explore the different influence on the development of the ecological environment on the innovation driven economy mechanism.(2)Evaluation of innovation-driven development level of the Yangtze river economic belt and analysis of its resistance types.On the basis of researches on innovation-driven ability,the evaluation index system of innovation-driven ability of Yangtze river economic belt was constructed,and the status of innovation-driven ability of provinces and cities along the Yangtze river economic belt from 2004 to2016 was calculated by using subjective and objective weighting method and TOPSIS model.For the Yangtze river economic belt of different provinces and cities economy development,science and technology resources endowment,diagnosis model by using block factors affecting the regional innovation ability to drive the obstacles to the implementation of accurate identification of ascension and using minimum variance method(LSE)dividing regional innovation drive mode of different resistance,in order to enhance innovation drive targeted strategy implementation and policy making,for the transformation of the Yangtze river economic belt development to provide more accurate driving force of innovation.(3)Decoupling and rebound effect between innovation level and resource consumption of Yangtze river economic belt.The Tapio decoupling theory and the improved elastic analysis method were used to study the decoupling between innovation level and resource consumption in 108 cities in the Yangtze river economic belt from 2004 to 2016,in order to reveal the spatial and temporal pattern evolution and regional differences of the decoupling between innovation level and resource consumption.At the same time,the complete decomposition model without residual is introduced to decompose the rebound effect of resource consumption in the process of innovative development,so as to find the key factors affecting resource pressure from the perspective of innovative development,and provide scientific basis for rational development of urban resources and sustainable development of urban economy.(4)Research on the impact of environmental heterogeneity on the innovation-driven development of the Yangtze river economic belt.Considering the differences in economic development and technological level,the innovation-driven capacity of cities along the Yangtze river economic belt is characterized by temporal evolution,urban difference and unbalanced spatial distribution.Therefore,there is a non-linear relationship between environmental heterogeneity and regional innovation-driven capacity,namely certain threshold characteristics.The innovation driving force of cities along the Yangtze river economic belt will show different characteristics before and after crossing the threshold under the influence of a certain factor.Therefore,this paper adopts the threshold panel model to study the relationship between the innovation-driven capacity of different cities in the Yangtze river economic belt and the influencing factors of environmental heterogeneity.This paper mainly draws the following conclusions:(1)The ecological environment index measurement results of provinces and cities along the Yangtze river economic belt show that the ecological environment index of the lower reaches of the Yangtze river is obviously better than that of the middle reaches and upper reaches of the Yangtze river,basically reflecting the ecological environment construction of the Yangtze river economic belt.During the study period,the ecological environment index of all provinces and cities in the Yangtze river economic belt showed an upward trend,and had obvious spatial differentiation characteristics.Most of the cities in the top 25% of the average eco-environment index of the Yangtze river economic belt are located in the lower reaches of the Yangtze river economic belt,while most of the cities in the middle and upper reaches of the Yangtze river economic belt are in the middle and upper reaches of the Yangtze river economic belt.Most of the cities in the bottom 25% are located in the upper reaches of the Yangtze river economic belt.The ecological environment index of Shanghai has been in the first place in the Yangtze river economic belt,Jiangsu and Zhejiang have been in the first place,and the ecological environment index of Chongqing has improved the fastest.Index of ecological environment in the middle and lower reaches of the Yangtze river economy belt region showed increased,then lower again,and to improve the trend,in the Yangtze river economic belt "total catch big protection,don’t make big development" of the concept of construction,ecological environment of the cities along the Yangtze river economic belt has obtained certain to improve,each city emissions reduced,ecological environment optimization,but a hierarchical and downstream ecological environment index than there is still a large gap.The upper and lower reaches of the Yangtze river economic belt,the left and right Banks,the main tributaries and rivers and lakes are an organic whole.(2)The measurement results of the innovation-driven capacity of the Yangtze river economic belt basically reflect the development of regional comprehensive innovation-driven capacity: the innovation-driven capacity of the middle and lower reaches of the Yangtze river economic belt shows a trend of increasing year by year in the high and low interlace;The innovation-driven capacity of the downstream region is obviously better than that of the middle and upper reaches,and the gap between them is increasing.The 108 cities along the Yangtze river economic belt are not evenly distributed in their innovation-driven capacity.The top 25% of cities in the innovation-driven capacity are located in the lower reaches of the Yangtze river economic belt,while the bottom 25% are located in the upper reaches of the Yangtze river economic belt.Compared with the base period of the study,although the innovation-driven ability of cities has been improved to different degrees,the cities with lower innovation-driven ability score in the middle and upper reaches of the Yangtze river economic belt still account for a large proportion.To explore the factors affecting regional innovation driving ability promotion and effective management innovation driving resistance,according to the measured results concluded that the lack of scientific research,technical service staff,science and technology spending less,the three big patent application number and the independent innovation is insufficient internal impetus driving become universality of regional innovation driving factors.In addition,quite a number of provinces and cities still have problems such as poor innovation environment,weak support for the popularization of science and technology and education,and the government’s leading role in independent innovation needs to be strengthened.While there are universal impediments to regional innovation drive,different impediments also have different effects on regional innovation drive.In the future,differentiated regional innovation-driven policies should be formulated according to the impediments in different regions.(3)In general,in the Yangtze river economic belt "innovation driven" development strategy of background,the research level and resource consumption during the period of the Yangtze river economic belt city innovation present a weak decoupling state,innovation of economic development in the Yangtze river economic belt support enhanced obviously,the pattern of economic development gradually by the resource dependent development model transformation to innovation-driven development mode.Yangtze river economic belt shelter-forest region during the study period has been rendered weak decoupling state,upper reaches of the Yangtze river economic belt decoupling coefficient of elasticity during the study range is larger,innovation-driven economic development is not stable,downstream should be continuously reducing resource consumption,improve the production efficiency,by speeding up to implement the dynamic conversion of comparative advantage,promoting industrial and product technology content and added value,so as to build a new comparative advantage and competitive advantage.From 108 cities in the Yangtze river economic belt innovation level and resource consumption of decoupling coefficient of elasticity,urban innovation and resource consumption elasticity of different types of decoupling state space location and spatial agglomeration scope all have different degrees of change,the correlation of city innovation level and resource consumption decline gradually,in the late research weak decoupling of the city in 78,in a strong decoupling city for 10,decoupling significant regional trend of spatial agglomeration,mostly concentrated in the downstream of Yangtze river economic zone,urban decoupling degree of gap is narrowing.Explains it from a flank of the Yangtze river economic belt in promoting the economic development driven by factors drive towards innovation at the same time,the economic development from quantity to quality,efficiency,speed,type transformation,innovation drive mode fundamentally changed the Yangtze river economic belt resource dependence of negative externalities,through technology innovation to improve the efficiency of resource utilization,promote development and utilization of the resources reasonable and orderly.Complete decomposition model with no residual pressure on resource consumption in the development of the Yangtze river economic belt city innovation to carry on the empirical analysis shows that the Yangtze river economic belt of urban population growth and innovation strength of ascension has a positive pushing effect on resource consumption,the improvement of resource efficiency effects on resource consumption have inhibitory effect,but the inhibition is smaller than the population scale effect,the innovation strength effect on the consumption of resources,so that to enhance the efficiency of resource saving and not fully realize the potential resources and the rebound effect,suggests that to enhance the efficiency of resource in a certain period of reduced resource consumption is limited,In order to effectively control the excessive growth of urban resource consumption,it is necessary to consider the impact of urban population scale effect,innovation intensity effect and resource efficiency effect on resource consumption.(4)Under different thresholds,single environmental factors have different influences on the comprehensive level of innovation-driven cities along the Yangtze river economic belt.General industrial solid waste comprehensive utilization rate(E1)showed an opposite effect on innovation-driven capacity in cities with different GDP per capita.In cities with different per capita GDP,E2 also has different influence directions and sizes on the comprehensive level of innovation-driven cities along the Yangtze river economic belt.However,E2 has the greatest promoting effect when per capita GDP is relatively high.The elasticity coefficient of sewage treatment plant centralized treatment rate(E3)on the innovation-driven comprehensive level of cities along the Yangtze river economic belt shows that with the increase of per capita GDP,it plays a greater role in promoting the innovation-driven capacity of cities along the Yangtze river economic belt.The green coverage rate of built-up areas(E4)has different effects on the innovation-driven comprehensive level of cities along the Yangtze river economic belt with different per capita GDP.Under different thresholds,green space area(E5)has a positive influence on the comprehensive level of innovation-driven development of cities along the Yangtze river economic belt.Compared with single environmental factors under different threshold values of GDP per capita,when GDP per capita is low,attention should be paid to improving the centralized treatment rate of urban sewage treatment plants and comprehensive utilization rate of general industrial solid waste.When the per capita GDP is relatively high,the harmless treatment rate of domestic garbage,the centralized treatment rate of sewage treatment plants,the green coverage rate of built-up areas,and the green space area can all have different promoting effects on the driving capacity of cities along the routes.The combination of environmental factors under different thresholds has different effects on the innovation-driven capacity of cities along the Yangtze river economic belt.The influence mechanism between EP and innovation-driven capacity shows that when per capita GDP is low,the treatment of three wastes will inhibit the innovation-driven capacity of cities along the route.When per capita GDP is high,the treatment of three wastes will significantly promote the innovation-driven capacity of cities along the Yangtze river economic belt.In cities with different per capita GDP,the elasticity coefficient of green environment(EG)shows that with the increase of per capita GDP,green environment will play an increasingly important role in promoting the improvement of innovation-driven ability of cities.Total ecological environment(E)under different threshold,the comprehensive level of elastic coefficient of the Yangtze river economic belt drive shows that with the improving of the per capita GDP,the total ecological environment of city’s innovation drive along the development has a more obvious role in promoting,but this role with the increase of per capita GDP shows the tendency of further weakened.Compare the influence of environmental factors combination on the comprehensive level of innovation-driven cities along the Yangtze river economic belt under different threshold values of GDP per capita.When per capita GDP is relatively low,green environment can promote the innovation drive of cities.When the per capita GDP is relatively high,the combination of environmental factors will play a certain role in promoting urban innovation-driven development,but this role will be weakened due to the increase of per capita GDP. |
