With the rapid development of global economic integration,common ecological problems such as resource scarcity and environmental degradation are becoming more and more serious.As a developing country with the largest carbon emission in the world,China is facing great pressure on emission reduction.Balancing green economic development and environmental pollution control is an urgent development problem for China’s economic construction to enter the new normal.Green innovation is the primary way to solve resource bottlenecks and reduce pollution.How to refine the important influencing factors of carbon emissions and how to evaluate the explanatory power of green innovation factors? How to test the effect of carbon emission policy on environmental regulation? How to reveal the internal mechanism of the mutual influence of environmental regulation on the development of green innovation under the effect of carbon emissions? Academia has done a lot of research to solve such problems.However,the research on how to formulate environmental regulation policies to achieve the double development goals of carbon emission reduction and green innovation is still limited.In view of this,this paper explores the impact mechanism of environmental regulation on green innovation with carbon emission factors.This paper combs out the effectiveness of environmental regulation policies from different angles and provides relevant theoretical and empirical evidence for formulating environmental regulation policies to achieve carbon emission reduction and green innovation.The specific research work is as follows:Based on the literature review and theoretical analysis,this paper analyzes the important influencing factors of carbon emissions.Firstly,the random forest method is used to extract the impact factors of carbon emission in China and reveal that the largest contribution factor is the disposable income of urban residents.Then,the improved STIRPAT model is used to analyze the important factors affecting carbon emission.It is found that the five factors of urban population,industrial structure,per capita GDP,energy consumption per unit of GDP and green innovation have an increasing impact on carbon emissions.Finally,based on the scenario analysis method,the validity of the carbon emission forecast value is demonstrated.Based on the analysis of the peak characteristics of carbon emission,this paper explores the impact mechanism of carbon emission policies on environmental regulation system.This paper selects the carbon emission trading pilot policy as the exogenous policy impact of the quasi-natural experiment,and refines five tools for environmental regulation,evaluates the effect of carbon emission policy,and explores the interaction between different types of environmental regulation tools.It is found that carbon emission policies have a significant substitution or complementary effect on the strength of five types of environmental regulation tools,and the pilot policy of carbon emission trading is implemented by reducing carbon emissions on the strength of environmental regulation tools.Based on the above research conclusions,this paper further studies the impact of environmental regulation intensity on the macro-and micro-spatial performance of green innovation.Firstly,we analyze different types of environmental regulation tools have a significant spatial impact on the efficiency of green innovation under different spatial weight matrices.Then,through the spatial error model,it is found that the five types of regulation methods can significantly promote and inhibit the efficiency of green innovation.Finally,Finally,it is revealed that environmental regulation has a greater impact on green innovation under the effect of carbon emission factors.This paper constructs the action path of environmental regulation on green innovation with carbon emission factors.This paper puts forward effective countermeasures for environmental regulation on the government’s use of carbon emission factors to achieve carbon emission reduction,carbon emission policies to improve the environmental regulation system,and environmental regulation to achieve green innovation,and provides development suggestions on using environmental regulation policies to achieve carbon emission reduction and green innovation.To sum up,the innovations of this paper are as follows:(1)Put forward the factor framework of carbon emission,and explore the key factors to achieve carbon emission reduction,and reveal the path to the peak of carbon emission reduction from macro and micro.(2)Refinement of environmental regulation tools,and reveal the impact mechanism of carbon emission policy on the intensity of environmental regulation through carbon emission.(3)Based on the analysis of the spillover environment of the green environment,the impact on the environmental rules under the action of the environment is explored,and at the same time,it affects a series of carbon systems and obvious feature innovations.
