Under the background of tight ecological constraints,with the deepening influence of green innovation on economic development and enterprise competitiveness,while researching and strengthening the efficiency of green innovation technology in enterprises and regions to enhance the ability of green innovation,the problem of spillover of green innovation capacity is also growing.This paper uses the inter-provincial green innovation efficiency to characterize the level of green innovation.Based on the improved transcendental logarithmic stochastic frontier model(SFA),it calculates the green innovation efficiency of 30 provinces in China from 2004 to 2016.The spatial and temporal distribution pattern of green innovation efficiency uses the gravity model that introduces the “economic” and “geographical” distances to measure the inter-provincial green innovation linkage matrix and build a green innovation spillover network.Comprehensively adopt spatial network analysis method to analyze the overall network characteristics and node centrality of green innovation spillover network,and clarify the flow direction of various elements of green innovation in China and the provinces in the green innovation spillover network.The block model is used to classify the provinces with the same role status,and the interaction between green innovation resources among regions is clarified according to the network density between the various sectors.The specific research conclusions are as follows:(1)China’s green innovation efficiency has shown an upward trend year by year,but the overall development level is not high,and there is still room for improvement of about 64%.In 2014,the gaps in green innovation efficiency among provinces were large,and regional differences were significant.The high-value areas are mainly concentrated in the eastern coastal areas,while the western provinces such as Sichuan and Chongqing are outstanding.By 2016,the high value areas in the east have further increased,while the number of provinces in the central and northeastern regions has not changed significantly.Influenced by the radiation belts in Guangdong and Chongqing,the green innovation efficiency of Hunan and Fujian Provinces has steadily improved,and the “U”-shaped development axis with Guangdong-Zhejiang as the core has been basically formed,realizing the green innovation efficiency from the east to the middle.(2)During the inspection period,the most active areas for China’s green innovation efficiency spillover reception and distribution are still in the eastern region,and the top three provinces with the highest green innovation contact volume(Zhejiang,Shanghai,Jiangsu)are located in the Yangtze River Delta.It is the region with the most active flow of green innovation resources in China,and is expected to become a high-tech innovation center that radiates across the country.Constrained by traffic conditions and economic levels,the western region as a whole is in the final echelon of China’s green innovation linkages.The annual average rate of change of green innovation linkages in various provinces and the distribution of green innovation efficiency spillovers are negatively correlated,indicating that the total amount of green innovation linkages in various regions has shown a convergence trend.(3)China’s inter-provincial green innovation space is becoming more and more closely related,and the overall level of green innovation spillovers continues to increase.However,from the numerical point of view,the network correlation degree of China’s inter-provincial green innovation is not very high,and there is still room for optimization and upgrading.In the green innovation spillover network,there is a clear gap between the absorption levels of green innovation resources in China’s provinces,and the overall spillover and absorptive capacity are not equal.Developed provinces such as Tianjin,Shanghai,Zhejiang,Shandong,Beijing,and Jiangsu are the main beneficiaries in the green innovation spillover network,and there are “siphon effects” in other provinces.In comparison,while actively absorbing the green innovation resources of other provinces,Guangdong Province has also exerted a powerful radiation effect,which has promoted the improvement of green innovation capabilities of neighboring provinces(such as Fujian Province);Chongqing is located at the junction of western and central regions of China.It has the intermediary role of undertaking green innovation spillovers in the central and western regions,and is at the relative core position of the local network in the central and western regions.It has good accessibility with other provinces in the green innovation network,but it is subject to high-intensity control in developed regions and similar peripheral functions.Impact,node advantage is weakened.(4)The China Green Innovation Spillover Network section based on the block model is characterized by a coastal-inland step distribution.From the perspective of the flow of green innovation spillovers,Area I has undertaken the green innovation spillover of the remaining three sectors,which is the main benefit sector in the green innovation spillover network;Zone II is the only one that has a two-way overflow with Zone I,indicating The green innovation spillovers and receiving activities of the provinces in the Yangtze River Delta region have formed a good two-way interaction.The green innovation resources gradually differentiated from the developed provinces of Shanghai,Jiangsu,Zhejiang and Guangdong to the neighboring provinces of Fujian and Anhui,making the two provinces The relative control of green innovation resources in the southeastern inland region has absorbed the green innovation spillover from the provinces of the IV region to some extent.In comparison,the provinces within Zone III have loose links and are part of the “net spillover” sector in the Green Innovation Spillover Network,which does not benefit from the Green Innovation Spillover Network.Therefore,in the future,we should continue to pay attention to the spatial heterogeneity of China’s green innovation efficiency,and adopt different innovation strategy deployments for the development level of different regions.We will attach importance to the strategic position of active regions such as Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta,and continue to cultivate them into higher-level economic growth poles and build green innovation demonstration zones.Adhere to the combination of macro-control and market mechanisms,and encourage developed provinces with strong green innovation capabilities to actively connect with neighboring provinces.Increase the input of green innovation elements in Chongqing,provide preferential policies,and strengthen the node role of Chongqing to undertake green innovation resources in the central and western regions,and build Chongqing into the intermediary point and control point of the green innovation spillover path in the central and western regions.For the two provinces of Fujian and Anhui,the future will continue to strengthen their green innovation exchanges with the Yangtze River Delta and the Pearl River Delta region,as an intermediary segment connecting the eastern and central inland provinces,and achieve efficient cross-regional flow of green innovation spillovers.
