Research On The Subject Responsibility Of Ecological Civilization Construction In Contemporary China

Marxist practical philosophy holds that humans are the subject of all practical activities.The construction of ecological civilization is a strategic strategy proposed by our party and government to respond to and solve ecological crises.The main body of ecological civilization construction practice activities cannot be absent.Only by fully exerting the agency,initiative,and creativity of the main body,and enabling it to shoulder its responsibilities and missions,can we better promote the construction of ecological civilization.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the construction of ecological civilisation,the construction of ecological civilisation from theory to practice has undergone historic,transformative and overall changes,and the construction of a beautiful China has made significant strides.However,the construction of ecological civilisation in China is still in a critical period of overlapping pressures and heavy loads,and it is necessary to summarise the practical experience,analyse the new problems faced at present,plan and promote the work of ecological environmental protection in the new journey with a higher standpoint,a wider vision and greater strength,and write a new chapter of ecological civilisation construction in the new era.Issues related to the construction of ecological civilisation continue to be the focus of social attention and a hotspot for academic research.At present,the research on the main body of ecological civilization construction has made certain progress,and the main responsibility of each main body has been explained from different angles,which lays the foundation for the research of this paper,but there are still some deficiencies,which are specifically manifested in the following: there are deficiencies in the research on the three major logical necessities to strengthen the main body responsibility of ecological civilization construction,and there are deficiencies in the research on the system of the main body responsibility of ecological civilization construction and the relationship of the multiple main bodies’ synergistic and co-constructive relationship in contemporary China.There is a lack of research,and the research on the contents and strengthening paths of the responsibilities of the main bodies for the construction of ecological civilisation in China needs to be in-depth.This paper takes the above research deficiencies as an entry point,uses literature analysis,case analysis,theory and practice combined with other research methods,combines the Marxist theory of the relationship between human beings and nature with related theoretical knowledge,and starts from the subject of ecological civilisation construction in contemporary China,which is composed of the Communist Party of China,the government,enterprises,social organisations and the public,as well as the synergistic and cooperative relationship of multiple subjects under the leadership of the Party.Responsibility for the theoretical logic of the inevitability,the reality of the current situation and the future optimisation of the contingency analysis,in order to enrich the current academic research on the responsibility of the main body of the construction of ecological civilization in contemporary China.This paper mainly studies the following aspects.First,it analyses the background and theoretical origin of the research on the main responsibility of ecological civilization construction in contemporary China.On the one hand,the study of the main responsibility for the construction of ecological civilisation in contemporary China is the call of the times and has a profound background.Strengthening the research on the main responsibility for the construction of ecological civilisation in contemporary China is the urgent call of the new era of human ecological civilisation,the strong demand for the summary of China’s ecological civilisation construction experience and law,the realistic demand of the transformation of the main social contradiction in the new era,and the urgent requirement of the modernisation of ecological environmental governance capacity.On the other hand,the study of the main responsibility for the construction of ecological civilisation in contemporary China has a profound theoretical foundation and rich ideological resources.The study of the main responsibility for the construction of ecological civilisation in contemporary China must be based on the Marxist theory of the relationship between human beings and nature,adhere to Xi Jinping’s thought on ecological civilisation as a guide,and draw theoretical nourishment from the classical Marxist theory of the main body of society,the theory of the CPC’s construction of ecological civilisation,the ecological ethical view of the excellent traditional Chinese culture,and the theory of the main responsibility for ecological environmental protection in foreign countries.Secondly,it explains the logical necessity of strengthening the responsibility of the main body in the construction of ecological civilisation in contemporary China.First of all,strengthening the subject responsibility of ecological civilisation construction is the inevitable direction of human subject attribute.Human beings are the only creatures with subjectivity on earth,possessing autonomous consciousness and initiative.While pursuing economic development and material interests,human beings must also recognise their responsibilities and obligations to protect and maintain the sustainable development of the natural environment.Therefore,strengthening the responsibility of the main body in the construction of ecological civilisation is the inevitable point of the attribute of human main body.Secondly,strengthening the responsibility of the main body for the construction of ecological civilisation is the inevitable requirement of the object object.The ecological environment is the basis for human survival and development,and is also an important condition for economic and social development.The excessive exploitation and destruction of the environment by human beings has led to serious ecological problems and threatened the survival and development of human beings.In order to realize the harmonious coexistence of mankind and nature,it is necessary to strengthen the main responsibility of ecological civilisation construction and protect and repair the ecological environment.Finally,the strengthening of the main responsibility for the construction of ecological civilisation is the inevitable choice of the unity of subject and object.Man and nature are an interdependent and interactive whole.Humans,as the main body,must respect the laws of nature and live in harmony with nature.Only by strengthening the main responsibility of ecological civilisation construction can we achieve the unity of subject and object of man and nature and achieve the goal of sustainable development.Therefore the logic of strengthening the responsibility of the main body of the construction of ecological civilisation in contemporary China is necessarily based on the inevitable direction of the attributes of the human subject,the inevitable requirements of the object object and the inevitable choice of the unity of subject and object.This is also required by the important background of the times to promote the construction of a beautiful China and the modernisation of harmonious coexistence between human beings and nature.Thirdly,it summarises the content of the main responsibility for the construction of ecological civilisation in contemporary China.It explains the content of the responsibilities of the main bodies of the construction of ecological civilisation in contemporary China,as well as the content of the synergy between the multiple main bodies.The Party has the leadership responsibility to provide scientific concepts,top-level design,and coordination of the main bodies of ecological civilization construction;the government has the leading responsibility to establish a correct concept of performance and development,supply systems for ecological civilization construction,and supervise ecological civilization construction;enterprises have the main responsibility to reasonably and effectively utilize natural resources,repair and protect the natural ecological environment,and implement ecological and environmental protection laws and regulations;social organizations and the public have the main responsibility to carry out ecological civilization construction;and the public have the main responsibility to carry out ecological protection laws and regulations.Enterprises bear the main responsibility of rational and effective use of natural resources,restoration and protection of natural ecological environment,and implementation of ecological and environmental protection laws and regulations;social organisations and the public bear the responsibility of safeguarding their own ecological rights,fulfilling their obligations to protect the environment,and supervising the construction of ecological civilisation.Fourthly,we analyse the practical obstacles that hinder the performance of the main body’s responsibility for ecological civilization construction in contemporary China.In-depth excavation of ecological civilisation construction main responsibility to play the dilemma of obstacles,and its reasons for analysis.The Party’s main responsibility exists in the weak ecological awareness of a few party members and cadres,and the implementation of the main responsibility is not in place;the government’s responsibility for ecological civilisation construction needs to strengthen the awareness of the main responsibility of the local government,the inter-governmental coordination mechanism,and the supervision and management of ecological civilisation construction;the main responsibility of the enterprise’s ecological civilisation construction still needs to strengthen the awareness of the main responsibility,the ability of the main responsibility,and the implementation of the practice of ecological civilisation construction;and the social organisation and the public Social organisations and the public lack of awareness of environmental issues,the enthusiasm for participation needs to be improved and the channels for participation in practice need to be expanded;the synergies between the multiple subjects of ecological civilisation construction need to be strengthened in terms of the awareness of consultation among the multiple subjects,the linkage mechanism among the multiple subjects,and the legal regulation of the multiple subjects.Fifthly,it proposes an optimal path to strengthen the responsibility of the main actors in the construction of ecological civilisation in contemporary China.On the basis of theoretical sorting and reality analysis,we explore the breakthrough paths for strengthening the responsibility of the main bodies of ecological civilisation construction in contemporary China based on the obstacles that exist in the awareness and understanding,responsibility capacity,behavioural practice and institutional mechanism of various main bodies of ecological civilisation construction in contemporary China.This part is the core content of this study,and also the landing point of the whole study.It scientifically and objectively puts forward the construction of a responsibility system and a collaborative model for the participation of multiple social subjects in the construction of ecological civilisation under the leadership of the Party,so as to strengthen the performance of the responsibility of the main body for the construction of ecological civilisation in contemporary China,and provide practical ideas for writing a new chapter of socialist ecological civilisation with Chinese characteristics in the new era.
