| In this dissertation,qualitative analysis is used as the main research method,supplemented by historical documents analysis and interdisciplinary research methods from multi-angle and multi-aspect perspectives,to observe and study the most large-scale standing federal drug control agency.The research focuses on the multi-dimensional factors,including the drug control law system,drug enforcement mechanism,the change in awareness of drug addiction,the "War on Drugs",and the functional mechanism that the Federal Drug Enforcement Administration(DEA)possesses and later establishes during its developmental process in the history of the United States.After continuously effective extraction of the documents,the author strives to deepen the academic understanding of DEA from a single aspect to a more stereoscopic one so that a multi-dimensional observation is achieved.DEA is currently the most professional and representative federal drug enforcement agency in the United States.The subtle change of its status in the course of its establishment,existence and growth,is not only the inevitable outcome of the development of drug control history in the United States,but also a natural reflection of the fact that the US drug control policy is moving towards a new era,when the law enforcement mode is innovated by the drug control agency established at the peak of American power.The federal drug enforcement system,centered on DEA,executes its core functions covering domestic law enforcement,cross-border law enforcement,domestic and international training of manpower,intelligence collection and analysis,as well as the indirect preventive forms of drug education,medical treatment and rehabilitation etc.With the enhanced efficiency in the coordination of collaboration between federal and local authorities,and between federal law enforcement agencies,the federal drug enforcement system centered on DEA,does greatly surpass its predecessor in function,scale and prestige.Since the 1970 s,while the "War on Drugs" in the United States has spread rapidly both at home and abroad,the US concept of prohibition has really borne fruit in various parts of the world.On the basis of rich and systematic historical archives,the specialized research onDEA is of outstanding creativeness.In the research,this dissertation expounds the origin and context of the U.S.drug enforcement agency,illustrates its profound background of establishment,the whole process and the influence of the times,which presents the multidimensional aspects of American society under the setting of drug abuse management.The dissertation points out the contradiction between drug control and social effects,the origin and essence of the paradoxical results caused by drug control diplomacy.In general,some breakthroughs have been made in the support of archives,the structure of this thesis,the depth and breadth of the research,and a number of incisive viewpoints have been put forward to fill up the academic blank of research on DEA in the domestic academic society.In addition,this dissertation,through the study on the U.S.DEA and the evolution of its drug control mode,unfolds the U.S.drug control concepts,difficulties and challenges encountered from a multidimensional perspective of historical and cultural factors,institutional factors,drug control policy development,social governance trend and the U.S.drug control system,and ultimately reveals the universality and particularity of the U.S.drug control mode. |
