The reformation of state-owned art groups have more than 40 years.As the cultural sector enters a new stage of comprehensively deepening reform,the Communist Party of China(CPC)Central Committee has put forward new requirements for adhering to and improving the advanced socialist cultural system for the prosperity and development.The study on the reformation of state-owned art groups at the institutional level has both practical appeal and theoretical necessity.This paper uses the theory of organization analysis as a institutionalism tool,introduces the normative and cultural cognitive elements as an important dependent variable of institutional change,focus on the interaction between the art groups organization and its system environment,analyzes the deep dynamic mechanism which restricts the art groups reform.Based on the retrospective analysis of the reform process since the reform and opening up,and the analysis of the change degree of the three basic elements of the institution in the reform process,this paper believes that the reform of the art groups is a more progressive and evolutionary institutional change,thus putting forward the problem of institutional inertia of the reform.System inertia can be attributed to the generalized point of view,the process of path dependence under stressed that the old system restriction of the new institutional arrangements,is mainly refers to groups micro level lag of change of organization structure mode and the specific operation of the inefficient willfulness,overall is still the continuation of the old system of suboptimal path.Through the analysis of H province arts Group and the statistical analysis of the production data of national theatrical groups since 1978,it is proved that there is indeed a problem of system inertia in the reform process of state-owned art groups.The cause-and-effect mechanism of the inertia of the formation of the reform system exists in the interaction between the organization and the institutional environment.As the leader of the art groups reform,the government has built the institutional environment in which the troup is located,and the institutional environment has forced the organization to export the goal and function orientation of the reform through the power mechanism.In the process of the reform,the goal and function orientation of the reform are compound and competitive.If the goal and function orientation of the reform are consistent,the reform will tend to be successful.However,in the process of the reform,the reform aims at the technical organizational structure,but there is a certain degree of conflict with its multiple functional orientation(including institutional function and technical function).In order to maintain its institutionalized function,the institutional environment of the group has squeezed the technical environment.Based on the demand of resource dependence,state-owned art groups choose strategic response and carry out ritualized reform,thus forming the phenomenon of institutional inertia in the process of institutional change.It is worth noting that institutional inertia does not only exist in the reform of state-owned art groups,but generally exists in the reform of cultural system,which fully demonstrates that as a micro-level organization,the organizational structure and operating mechanism of the groups are restricted by the macro-cultural management system.Therefore,it is necessary to reconstruct the relationship of government,market and groups,design the system from the angle of macroscopic and microscopic unifies,change the cognitive level of reform goals of the government orientation,strengthening internal unity of troups organization function specification level,improve macro culture management system support of micro operation mechanism,optimize the efficiency of the micro operation mechanism.
