Study On The Ethical Path Of Optimizing The Relationship Between Capital And Power In Digital Economy

Digital economy is a new social and economic development pattern since agricultural economy and industrial economy.The capital in digital economy obtains more vigor benefited from huge data,advanced technology and extensive influence.The tentacles of capital go deep into national strategy,individual citizens and even global governance.The capital practices "power" in the name of "right",which has a profound impact on the economic and political ecology here and abroad.According to the current development status of digital economy,this paper analyzes the relationship between capital and power in digital economy,finds out the existing problems and challenges,and puts forward the ethical path to optimize the relationship between capital and power in digital economy,combined with specific cases.Capital in digital economy not only conforms to the characteristics and disadvantages of traditional capital,but also has new elements and characteristics as something new.In terms of the general characteristics of capital,the essence of capital in digital economy is still profit seeking,and the basic principles of pursuing labor control,production efficiency and capital proliferation have not changed.Combining the current situation and development characteristics of digital economy to grasp the particularity of digital capital,it is considered that digital capital is a new type of capital with data technology as the production factor,money and finance as the existence state and social relations as the internal essence.The value it creates is much higher than the traditional industrial capital and financial capital.It hides in people’s production and life and even the world order,and also has a tendency of power.This power development does not only highlight individual rights,but also damage them.It provide both opportunities and obstacles for the transition from individual rights to public power.The individual rights dominated and exercised by digital individuals have gradually stood on the historical stage,and the status of individual rights dominated by civil rights has been continuously improving.However,when the technological progress in the digital economy is limited to the capital logic,individual rights will face the risk of being exploited by capital,which hinders the implementation of public power.The holders of public power can also collude with the capital,leading to the alienation of public power because of restricting individual rights by using network technology.With the deepening of digital capital on public affairs,the role of government and public management functions will be weakened,and the collision and game between capital and power will also be caused.The root of these problems lies in the capital hidden behind the power in the digital economy,which has gone deep into the public power and individual rights.Under its influence,the power in the digital economy has formed a diversified,dynamic and complex structure,which is universal,hidden and unstable.The evolution of this power structure and the intervention of capital are the current key issues.To deeply understand the relationship between capital and power in the digital economy,we first need to find the answer from the mutual transformation between capital and power in the digital economy,which is also an important starting point to explore the anomie of the relationship between capital and power.Capital empowerment is manifested in four forms:capital empowerment based on"dependence","legitimacy","discourse power" and "transnational flow".It means that digital capital achieves the expansion of power through the influence of individual rights and public power,and gradually expands the global capital hegemony and so on.Power capitalization is manifested as:the capitalization of power based on "publicity","media","monitoring" and "hegemony".It includes that using the publicity characteristics of digital capital to boost capital appreciation,the government’s collusion with enterprises to realize the monitoring and control of society and individuals,using the advantages of own digital economy to establish digital hegemony,and so on.In short,the process of power capitalization is more hidden,deeper and wider,the means of power capitalization and the process of globalization are more complex diverse and increasingly prominent under the background of digital economy.Therefore,the ideas and methods of restricting digital capital need to be updated.The reason is that the innovation of data technology is very fast,the capital actions which are active behind of data technology are more and more hidden,and the corresponding legal regulations are relatively backward.These provide objective conditions for the expansion of capital;It is difficult to define the nature of the enterprise,which leads to the contradictions between the self positioning of the enterprise and its value position,the expansion of rights and its responsibility.And public service has become a channel for enterprises to obtain private interests.It is difficult to promote industry self-discipline;There are defects in the transformation of government role and governance mode,allowing the concept of private rights to trample on public affairs,and the digital guarantee from procedural democracy to substantive democracy is insufficient;Public governance is difficult,there are obstacles in the transformation from individual rights to public power,and personal network moral quality needs to be improved;The governance system related to the global digital economy is too simplistic,and the global digital value system has not yet been formed.In this regard,the paper can put forward an ethical path to optimize the relationship between capital and power under the digital economy.In view of the dislocation between the rapid development of digital technology and the corresponding legal regulation,we should take the principle of risk control,the principle of indirect intervention and the principle of co-governance of morality and law as three principles of legal regulation under technological innovation;In view of the unclear positioning of enterprises and the absence of responsibility ethics,we should further clarify the self positioning of digital enterprises,strengthen the view of righteousness and benefit and the view of rights and responsibilities,strengthen the construction of professional ethics of enterprise leaders;In view of the shortcomings of the transformation of the role of the government and its governance,we should grasp the three transformations of the role of the government,adhere to the people-oriented value orientation,and innovate the governance mode;In view of the double ethical dilemma of difficult division between public and private and insufficient moral accomplishment,all subjects should actively build a healthy and orderly public sphere,cultivate public rationality in public opinion and improve people’s network moral accomplishment;In view of the optimization of the global digital governance system from a global perspective,we should strive to build a fair and just global governance system starting with innovating the global digital governance model and building a global digital community.In the era of digital economy,different power subjects should be in a state of complementary advantages,mutual promotion and harmonious coexistence,so as to ensure the stable,healthy and orderly development of social order.In the opportunities,reformation and impacts brought by the digital economy,we can see that the changes of the relationship between power and capital under the digital economy are related to China’s digital economic governance and national modernization,and even affect the operation of the global economy and the establishment of the global governance system.The discussion of the relationship between capital and power under the digital economy has certain theoretical significance for understanding the chaos of the digital age,grasping the opportunities and challenges brought by the digital economy and adjusting the ethical
