Research On The Coupling And Coordinated Development Of Nationwide Reading And Cultural Industry

Nationwide reading is a significant part of building a public cultural service system and an important way to improve the level of national public cultural services.The cultural industry is an important part of meeting the needs of the people for cultural products,constructing a public cultural service system,and developing a national cultural power strategy.The supply of high-quality cultural products and services ensures the orderly development of the nationwide reading.The coupling and coordinated development of the nationwide reading and the cultural industry is conducive to promoting the high-quality development of China’s public cultural service system and cultural undertakings.It is also conducive to exploring the path of cultural system reform from the perspective of coordinated development.The nationwide reading and the cultural industry are inseparable.The necessity and path of their coupling and coordinated development should be paid attention to in order to promote the coordinated and equal development of regional public cultural services.At present,less research focuses on the coupling and coordinated development of the nationwide reading and the cultural industry.Based on this situation,this study explored the following issues: Firstly,what is the coupling and coordination relationship between the nationwide reading and the cultural industry? Secondly,what is the level of development of the nationwide reading and the cultural industry in China and what is the level of coupling and coordinated development between the nationwide reading and the cultural industry? Thirdly,what are the influencing factors for the coupling coordinated development between the nationwide reading and the cultural industry? Fourthly,what strategies can be used to promote the coupling and coordinated development of the nationwide reading and the cultural industry.The analysis and exploration of these issues in the public sphere of China constitute the basic framework of this study.This study was based on the coupling coordination theory,public product theory,new public service theory and collaborative governance theory.Through the analysis of the coupling coordination development mechanism and expert questionnaire survey,an evaluation index system for the development level of the nationwide reading and the cultural industry was constructed.Entropy method,coupling coordination model,exploratory spatial data analysis method and other methods were used to conduct empirical research on 31 provinces(autonomous regions,municipalities)in China.In empirical research,the development level,coupling and coordination level and spatial evolution characteristics of the nationwide reading and cultural industry from 2011 to2020 were specifically evaluated.The results indicate that: Firstly,there is a coupling and coordination relationship between the nationwide reading and the cultural industry,which was analyzed from three aspects: the consistency of the coupling relationship representation,the isomorphism of the subject,and the mechanism of coupling and coordination.Secondly,the development level of the nationwide reading and the cultural industry has shown a steady upward trend,but different provinces(autonomous regions,municipalities)show obvious heterogeneity.There is a coupling and coordination relationship between the nationwide reading and the cultural industry and the overall coupling degree is high.Advanced coupling and running in coupling dominates.The degree of coupling coordination has been increasing year by year,with good coordination being dominant.The degree of coupling coordination shows significant spatial heterogeneity,with regions with good coordination and high-level coordination concentrated in eastern.Thirdly,in the measurement of interactive coupling coordination,the coupling and coordination order of subsystems is facility level subsystem > service level subsystem > activity effect subsystem,scale level subsystem > service level subsystem > operation effect subsystem.The indicates that the activity effect subsystem of the nationwide reading and the operation effect subsystem of the cultural industry are the main influencing factors restricting the coupling and coordinated development of the two.At the same time,the development of the nationwide reading and the cultural industry shows a positive spatial correlation agglomeration and regional agglomeration can effectively promote the coupling and coordinated development of the two.Finally,measures were proposed to enhance the level of coordinated development between the nationwide reading and the cultural industry.The includes establishing and improving the macro design of coordinated development,promoting the construction of government functions for coordinated development,strengthening policy support for coordinated development,optimizing the mechanism of coordinated development and innovating the path of coordinated development.The innovation of this study lies in proposing academic exploratory theoretical viewpoints,expanding the analytical dimension of coupling coordination theory,applying it to the field of public management.It proposes a theoretical viewpoint that the representation of the coupling coordination relationship between the nationwide reading and the cultural industry is consistent,the subject is isomorphic.Exploring the cross integration research between the field of public management and other disciplines,expanding the research perspective of public management,constructing an evaluation index system for the development level of the nationwide reading and the cultural industry.Based on empirical research conclusions,a series of exploratory measures are proposed to enhance the level of coordinated development between the nationwide reading and the cultural industry.
